The operation of a car on the territory of the Russian Federation is regulated by a wide range of documents, including Federal laws, traffic rules, articles of the Administrative Code, Technical Regulations of the Customs Union, government decrees, presidential decrees and various GOSTs.

If we talk about toning, then the key value for understanding the boundaries of permissibility should be looked for in GOSTs.

Tinting in accordance with GOST 2018 - how is it? Many sources indicate GOST No. 5727-88 as the basic GOST for toning, but in 2015 it was replaced by the new GOST 32565-2013 and this is important to know.

Tinted front side windows 2020

The key parameter of GOST, it has not changed front side windows light transmission car. It should not be - at least 70%. Tinting of the front side windows of a car can be tried to fit into GOST using the so-called removable tint. This type of tinting involves the production of soft tinted inserts that are glued to the car windows from the inside. When checking, the removable tinting is removed and the readings of the instrument measuring the light transmission remain applicable.

Windshield tinting 2020

The GOST requirements for the windshield in 2018 are even higher than the requirements for the front side windows. Here the minimum transparency is acceptable at the level of 75% (5% more transparent than in the case of side windows). The remaining 25% backlash goes to factory shading and material features. The windshield of a car in 2018, as well as its front side windows, cannot be tinted. Any paint or film will reduce the light transmittance of the dripped to a level prohibited by law. The only exception for the windshield is the narrow top strip. According to GOST, it is permissible to tint the top of the windshield.

Tinted rear windows 2020

According to GOST in 2018, any tinting of the rear window and rear side windows is permissible. The traffic police never check it. Even if the rear windows are sealed with a completely opaque film, this is not a reason for a fine, this is not a violation of the law. You can darken the rear windows in any way you like.

Acceptable glass tinting 2020

Russian laws, including the Code of Administrative Offenses, allow glass tinting. There is nothing illegal in the very fact of toning. It is only important to darken the car windows in accordance with the rules with an eye to GOST.

The rear window and rear side windows can be tinted to an opaque state. Full opacity of the rear hemisphere is not illegal.

Front windows are subject to the 70% / 75% rule. Based on it light transmission side, front windows should not be less than 70%, and the windshield should not be less than 75%. In addition, GOST allows an opaque strip in the upper part of the windshield.

Mirror tinting

The use of mirror (reflective) film is not expressly prohibited in the Administrative Code. However, in accordance with the rules of the "Technical Regulations on the Safety of Wheeled Vehicles" adopted by all countries of the Customs Union, mirror films are unacceptable on cars.

The ban on the use of mirror tinting applies to both front and building glass of cars. The limitation is due to the reflection of headlights on mirrored surfaces. It is believed that large mirror areas on cars can distort the beams of headlights, confuse the driver and lead to accidents.

The practice of applying the ban on mirror tinting differs depending on the regions of Russia.

Athermal tinting ("Chameleon")

There are many types of "athermal" tinting, but in Russia this type of protective coating is often called "hamillion". "Athermal" tinting, unlike classic tinting films, does not darken the glass, but only prevents the penetration of a part of the sunlight spectrum into the elephant.

Modern car glass manufacturers often take into account the "athermal" factor in their glasses by making them greener. It is possible to add "athermality" with the help of additional films. One caveat - the front glass with films should transmit 75/70 percent of the light. This GOST indicator in the case of "athermal" films is quite achievable.

Fines for incorrect toning 2020

Measurement of tinting in accordance with GOST in 2020 is carried out only in a stationary post, by a traffic police officer with confirmed competencies and subject to a fairly strict bureaucratic procedure.

You need to understand that in fact, tinting is allowed in Russia - at least 100% in the back, at least 25% in the front. However, it is illegal to glue something de facto in the front 99% of the time. After all, what kind of tinting is allowed according to GOST, this is what the traffic police officers check.

The fine for toning in 2018 is 500 rubles. With a discount for urgent payment within 20 days, the amount of the fine will be 250 rubles.

In some cases, traffic police officers, instead of a fine, issue the motorist an order to eliminate faults. In this situation, the next meeting with a traffic police officer may result in cancellation of registration for the vehicle.

Many car owners resort to window tinting more for the status and solid appearance, comfort and coziness of the car. Nevertheless, high-quality and correct toning is not always found. To shade the windows of your car in accordance with all the rules and requirements, we will consider this issue in detail.

Changing the appearance of the car, in general, it is worth noting the additional advantages of high-quality glass tinting:

  • Safety in the event of an accident. Broken glass will settle on the film and will not fly in all directions, causing additional injuries.
  • Thermal insulation. In summer, during hot months, the interior warms up less, and in winter it retains heat better.
  • Protects the driver's eyes and reduces fatigue. It is especially important at night driving from the glare of the headlights of the oncoming traffic.
  • Protection against burnout of the passenger compartment, thereby retaining its original appearance and increasing the service life.
  • Poor visibility of the passenger compartment for strangers, which significantly increases the protection of personal property.

Front glass tinting according to GOST

Following the prescribed regulations in order to avoid a fine, additional tinting of the front windows is at least 70% of the throughput, taking into account the factory and is considered the norm. Mirror film is prohibited by law in accordance with clause 4.5. in the application of dimming car windows. Thus, the side windows are allowed to be tinted by 30% at the initial result of completely transparent glass of the new car, not darkened by the manufacturer.

Windshield tinting according to GOST

Considering that the new glass has no more than 80 - 95% throughput, and it is allowed to darken according to the regulations by no more than 70%, then in practice, the tinting of the windshield with the lightest film will eventually become no more than 66.5% in accordance with the formula calculus 0.95 * 0.7. The windshield of used cars, due to their rubbed surface with brushes and taking into account dust, can reach up to 30% light absorption, while this indicator increases over time during operation. It turns out that the permitted tinted windshield would be a violation of the rules.

According to clause 4.3 of the technical regulation, the light transmission of windshields and through those where front visibility for the driver is provided is allowed to be at least 70%.

It is allowed to dim the rear windows at the request of the car owner up to 100% in the presence of rear-view mirrors.

Rules for measuring toning

Non-gost tinting is one of the most common fines. According to statistics, measures were taken to tighten the control of violators. Last year, only employees of technical supervision had the right to measure the throughput at the post, in 2016 any of the traffic police officers, including the rank and file, can check the glass darkening.

According to Part 1 of Art. 28.3, art. 26.8 and clause 6 of part 2 of article 23.3 of the Administrative Code of the Russian Federation to initiate a case, use means for measuring and make a decision on this composition of offenses, all traffic police officers with a special title have the right.

Thus, the traffic police officers are allowed to measure the degree of light transmission, but only at the checkpoint.

The conditions for measuring the throughput of glasses must be strictly observed following the order of the Ministry of Internal Affairs No. 1240.

  • It is at the traffic police post that the control of car windows is allowed.
  • Control by technical supervision or traffic police is carried out and a special mark in the service certificate should indicate this.
  • Measuring devices must be registered in the state register and have a certificate with a note of the last verification of the device, as well as with the required frequency of verification.

Diagnostics is carried out on a dry, clean surface in 3 places of one glass and the average reading of the device will be the final.
Temperature prerequisite for outdoor measurements according to GOST 27902 - 88

  • at air temperature +15 to + -25
  • provided that the air humidity is 40% to 80%
  • pressure 86 to 106 kPa.

Without measuring the weather indicators, the check is considered illegal and a violation, it is allowed to challenge it within ten days from the decision of the violation. The readings of the device used in the winter are considered illegal. Errors and individual characteristics of instruments for measuring glass of a car differ from each other, but cannot exceed 2%, if more is allowed, it is allowed to require compliance with GOST 27902 - 88.

Measure the toning at a temperature from +15 to +25, taking in advance the measurement of pressure, air humidity and voltage at the battery terminals. That is, you need to measure correctly with 5 instruments, with certificates and instrument checks, if at least one requirement is not met, feel free to go to court to appeal the fine.

Important features

Be sure to ask for a certificate and a technical passport of the device used for measuring and its latest verification, check whether everything declared corresponds to the device. So, for example, the most common "Blik" meter, the technical parameters of which make it possible to measure at a temperature not lower than -10 degrees, gave distorted readings, in fact, normal readings of -5 degrees are obtained. The newly introduced device "Light", as it turned out, in fact, the old one was entered in the register back in 2008. Now it is allowed to be used all year round, but still only on a dry and clean surface.


Before tinting a car, independently or by a master, you must first measure it and only then calculate the permissible rate to apply tinted according to the rules of GOST, not forgetting to use the calculation formula (glass% * film with a selected%) and adding 2% device error to the result obtained.
It is not necessary to go to the post to measure the percentage of toning because, on a legal basis, the employee is first obliged to carry out an administrative detention, but after considering part 1 of Art. 27.3 of the Code of Administrative Offenses, it can be understood that detention cannot be used to identify violations. Therefore, the detention procedure provided for by the administrative regulations, then it can be carried out after the identification of violations, and not before that.
Pay attention to the color of the film, which is not allowed to distort yellow and red, green and white, this is considered a violation of the law, only an expensive high quality film from a reliable manufacturer will give a guarantee and a positive effect.

Important: only a court can make a decision on punishment in the form of a second fine or arrest. Moreover, according to the bill for January 2016, the amount will be doubled or tripled. In case of a repeated situation within 12 months, according to the approved 32 part 12.5 of the Administrative Code of the Russian Federation, the fine will be 5,000 thousand rubles. or deprivation of driver's license for up to 3 months.

What tinting is permitted by law?

An example of calculating the throughput of glasses

Let's say the light transmittance of your car's glass is 96% on average. If you apply a special tinting film on them with a "light transmission" of 70%, you will end up with the following formula: 0,96 * 0,70 = 0,67 , or 67 % , which is unacceptable under Russian law. Accordingly, the film itself must have a percentage of light transmittance higher than the legal minimum percentage specified in the law. So, if we, with the same initial values, take a film with a "light transmission" of 80%, then we get the following formula: 0,96 * 0,80 = 0,76 , or 76 % is an acceptable level.

What a fine for toning

This is the punishment for the car owner for inappropriate toning, according to the article 12.5 Administrative Code of the Russian Federation, paragraph 3.1:

Fine in the amount 500 rubles.

It is necessary to take into account the fact that the amount of the fine does not depend on the percentage of light transmission of the vehicle glasses and on the number of windows on which the film is applied, and will always be equal to 500 rubles.

You also need to remember that checking your car for the light transmission ability of glass is allowed to be carried out not in the field or on the side of the road, but during a technical inspection or at a permanent traffic police post. It should be assessed using taumeter- a device that allows you to assess the actual light transmission of glass. This special device must be sealed and marked with the date of the last functional check.

Let us dwell in more detail on the second punishment - removal of numbers for tinting.

After a fine was issued to you and the traffic police inspector removed the license plates (according to part 2 of article 27.13 of the Code of Administrative Offenses, in which the operation of a car with tinting is prohibited), you have a day to completely clean the glass of your car from the protective film.

It is better to start cleaning the windows of the vehicle at the place of the fine, as there are often cases when the return of license plates to car owners was delayed. If you remove all tinting from a car with an inspector, the removal of license plates will no longer be performed.(After the introduction of amendments to the Administrative Offenses Code of November 15, 2014, registration plates from the car are no longer removed.)

Who is tinting allowed?

You can get a special permit for tinting a car, on the basis of which it will be allowed to use films with different light transmittance. But this item is intended exclusively for specialized vehicles, for ordinary cars this item is irrelevant.

Today, according to the law, the President and the Prime Minister of the Russian Federation can drive in a fully tinted car. For the rest of the citizens, the glass shading in their cars operated on the territory of Russia must be carried out in accordance with certain rules.

What tinting is allowed on the windshield and other glass of cars: we understand the regulations

Until the beginning of last year, the requirements for tinting (more precisely, for light transmission) of auto glass contained GOST 5727-88 "Safety glass for ground transport." Since the beginning of the 90s, four changes have been made to it. The last of them came into force in 2002. It established the following requirements for the light transmission of auto glass:

  • the coefficient of light transmission of windscreens of vehicles and trams should not be less than 75%.
    Note 1: The windshield at the top could have a light protection strip. GOST 5727-88 contained a formula for calculating its width. Usually it turned out to be no wider than 15 cm, but the formula took into account, in addition to the work of the wipers, the boundaries of the regulatory zones, as well as the viewing angles for the driver under different driving conditions.
  • light transmission of non-wind glasses included in the so-called. "Normative field of view P", in particular of front door glass, should not be less than 70%;
  • the light transmission of other non-wind glasses is not standardized.

From 01.012015, a new GOST32565-2013 came into force under the same name. What is the permitted tint for front windows in 2019? GOST32565 somewhat relaxed the requirements for the value of their light transmission coefficient, reducing its lower threshold from 75 to 70%. This change legitimizes the practice of tinting windshields with transparent or colored athermal films, which has been very popular in recent years (see below).

The requirements of the new GOST for the light transmission of windshields are duplicated and
in the technical regulations of the Customs Union (CU), which entered into force on the territory of the Russian Federation in February 2015, bearing the name "On wheeled vehicles." What is the permitted tinted front windows in 2019 according to this document? Their minimum light transmission is set at the same 70%, i.e. the new GOST and the technical regulations of the CU have been agreed on this issue.

The new GOST and technical regulations of the CU contain one more innovation regarding windshields. They set the maximum permissible width of the shading strip for them at 140 mm (for categories M 1, M 2, N 1), and the light transmission of the strip is not standardized.

How many percent of tinting is allowed for non-wind glasses by these regulatory documents? First, the new GOST has divided all vehicle glasses into two categories:

  • category 1 - glass, providing a forward view to the driver;
  • category 2 - glass that provides rear visibility to the driver.

Both of these categories are divided according to the geometric principle. On the driver's seat, the manufacturer must indicate (in a coordinate way) the so-called. "Point R". If a vertical plane is drawn through it, perpendicular to the longitudinal median plane of the car, then its glass in front of the vertical plane will belong to category 1, and the glass that turned out to be behind it - to category 2.

According to the new GOST and technical regulations of the CU, the light transmission of glasses of category 1 and 2 must be at least 70%, i.e. no worse than windshields. However, if the car has two outside rear-view mirrors, then the light transmission of glasses of category 2 is not standardized.

Note 2: Traffic rules allow the use of curtains on the windows of buses, as well as blinds and curtains on the rear windows of passenger cars equipped with two (right and left) outside rear-view mirrors.It turns out that you can have a completely curtained (and tinted) rear window.

Why is the permitted percentage of tinting on the front windows reduced in the new GOST?

The light transmission coefficient of even new auto glass never reaches 100%, but at best it is 85%. Let the light transmission coefficient of the tint film be 75% (a fairly common indicator), then the final light transmission coefficient will be:

0.85 x 0.75 = 0.6375, i.e. 63.75%

It turns out that such a film could not provide the required light transmission according to the old GOST 5727-88, not only for the windshield, but also for the glass of the front doors.

The highest light transmission coefficient of new (not used) tint films is in the range of 80-90%. It turned out that their use on windshields according to the old GOST was deliberately illegal, because:

  • usually a new windshield has a typical light transmittance of 80-85%;
  • after several years of operation, the coefficient decreases to 75-80%.

A light transmission coefficient exceeding 75% can be obtained only at the maximum values ​​of the coefficients of new glass (85%) and new film (90%):

0.9 x 0.85 = 0.765, i.e. 76.5%.

In reality, this value is practically unattainable (in any case, it is rare). Typically the resulting film-to-windshield ratio is below 75% but above 70%. That is why the new GOST 32565-2013 lowered the lower limit to 70%.

Today, the answer to the question: "Is tinting of the front windows allowed?" Is rather positive than negative. If the measurement of the light transmission of the windshield + tint film system, performed at a car service or by a traffic police inspector, gives a reading above 70%, then there is no reason to punish the driver and demand to remove the tint.

The same can be said for the tinted glass of the front doors. To accurately comply with the new GOST, they should also be tinted without reducing the resulting light transmission coefficient below 70%. Rear door windows and rear windshield can be darkened as you like, without fear of punishment.

Allowed car window tinting: what is allowed and what is not?

The adoption of the new GOST finally legalized the tinting of auto glass with films, since it contains the definition of safety glass with a polymer coating, although the word film is not used.

What kind of toning is allowed in the Russian Federation? Any one that complies with GOST 32565, technical regulations of the Customs Union and traffic rules. Today, you can tint the glass of the car yourself, either by spraying or with films from the outside or from the inside of the passenger compartment.

A separate question is whether mirror tinting is allowed? It is not directly prohibited by the new GOST, but the technical regulations of the Customs Union in clause 4.5 establish that the mirror effect created by the coating of auto glass is unacceptable. Not removed from the "DSLR" and the ban imposed on it by the norm of 1993, containing the procedure for admitting vehicles to use. After all, driving behind a car with a mirror tint on the rear window is sometimes simply dangerous - the reflected light is dazzling.

Although the light transmission coefficient of the rear windshield and rear door windows is not standardized, it should be remembered that a film with a light transmission of less than 60% begins to noticeably "mirror". Therefore, it is better to use a more transparent film with additional curtains.

Athermal tinting: is it allowed or not?

It is known that neither the climate control system nor the air conditioner often helps without tinting, the driver and passengers feel like they are in an oven, the mood drops, especially if your car is overtaken by a tinted one. In general, without dark glasses, just nowhere.

By the way, in the state of California for four years now tinting has become a mandatory attribute of all cars. Auto glass is tinted with special metal blotches that reflect the sun's rays as much as possible. As a result, the following positive phenomena take place:

  • the car interior does not overheat,
  • motorists turn on air conditioners less,
  • accordingly, fuel consumption is reduced,
  • harmful emissions into the environment are reduced.

But what about the light transmission capacity? After all, shaded glasses will clearly not give a light transmission coefficient higher than 70%. It turns out that the solution has already been found, and it is called "athermal" tint film. It has a high transmittance of visible light - a coefficient of the order of 90%, however, strongly glorifies the ultraviolet and infrared part of the spectrum of the incident light flux. This tinting has the following positive aspects:

  • the interior does not overheat and does not fade from bright sunlight;
  • the system "windshield + athermal film" has a light transmission coefficient of the order of 80%, i.e. knowingly pass according to the new GOST;
  • at night the driver is not blinded by the headlights of oncoming cars;
  • the glasses have an attractive appearance with a shimmer;
  • from the outside, the interior is seen worse than in the absence of tinting.

It should be emphasized once again that athermal toning does not attenuate the visible part of the incident light. Therefore, it will not work to shade the back seat of the car with it. Here you can not do without curtains on the rear windshield and rear door windows.

Is athermal tinting allowed in the Russian Federation? After the release of the new GOST, we can confidently say that yes, it is allowed. Indeed, in clause 3.4 it contains the definition of the so-called. "Safety light and heat-shielding glass" with a polymer coating capable of attenuating the infrared part of sunlight. And what is this if not athermal toning?

A type of athermal, but with a variable degree of reflection of thermal and UV radiation (stronger in bright sun, weaker on a cloudy day), is the so-called. chameleon tinting. Is it allowed or not? The answer is unequivocal. If the light transmission coefficient of the glass + film "chameleon" is not lower than 70%, then everything is in order, the traffic police should have no complaints.

Conclusion

Summarizing all of the above, you can give the following answer to the question: "What tinting is allowed according to GOST in 2019?"

Permitted percentage of tinting by law

In 2017, tinting is allowed on the following vehicle windows:

  • Side;
  • Rear;
  • The upper part of the windshield in the form of a strip;
  • Frontal, if the light transmittance is above 70 percent.

Example: The light transmission of new car windows is 95 percent. Tint film - 70 percent. Light transmission on glass is calculated using the following formula according to the law:

For front windows

Penalty for tinting under the new law

Not everyone understands the danger of driving at night with tinted windows, especially if a high speed mode is recommended on a specific section of the road. Bureau of statistics staff calculated that the requirement to remove the tint in accordance with the law was ignored by more than 50 thousand car owners. Most violations were registered in the Moscow Region and Krasnodar Territory.

Regardless of the percentage of light transmission, the amount of the fine for 2017 remains the same in the adopted law:

  • First violation - RUB 1,500;
  • Each repeated violation is 5,000 rubles.

If the number of offenses does not decrease in 2017, the penalties will be tougher in 2018.
