The federal Housing program, developed in 2002, has still not lost its relevance. It allows citizens of different categories to improve living conditions for their families.

Description of the state program “Housing”

The federal target program “Housing” is national, that is, its activities are implemented on the territory of all subjects. It is aimed at solving housing problems that naturally arise among young citizens and families.

The project is divided into stages. The current one was developed in 2010, approved by Decree of the Government of the Russian Federation No. 1050. This document described the conditions for the activities, sources of financing, and determined the categories of citizens who are entitled to preferential subsidies.

By Resolution No. 889 of August 25, 2015, the Federal Target Program “Housing” was extended for 2016-2020.

This document regulated the creation of subprograms of the above Federal Targeted Program:

  1. Modernization of municipal infrastructure facilities.
  2. Providing housing for young families.
  3. Stimulating housing development development programs in the regions.
  4. Providing housing for certain categories of citizens.
  5. Fulfillment of state obligations to provide housing to categories of citizens established by federal legislation.

Thus, the Federal Target Program was detailed in order to increase the effectiveness of its activities. In particular, it began to cover a larger number of young citizens.

In addition, the program activates the detail of enterprises shaping the housing market. State funds received by young families should increase demand for houses and apartments. This, in turn, leads to the construction of more livable, environmentally friendly and comfortable spaces.

What do program participants receive?


The problem of providing citizens with housing is one of the most acute today. Buying a home is an expensive proposition that is beyond the reach of most young people.

Participation in the activities of the subprogram to provide housing for young families and citizens established by federal legislation gives these persons the opportunity to purchase their own apartment with the help of the state on favorable terms.

The state will pay part of the funds for them, and the rest of the program participants must find themselves. This can be either your own savings or borrowed mortgage funds.

The state expects to finance from 30 to 35% of the cost of purchasing a house or apartment for young families. For other participants in the subprograms, a cash certificate is also issued for a certain amount, which they have the right to spend only on the purchase of housing. Specific numbers depend on the preferential category and other starting conditions. However, the program participant is required to prove his own solvency. All the money won't pay for it.

The estimated value of the property is taken into account, not the market value.

It is envisaged that part of the loan provided under the state program will be repaid from maternity capital funds.

As part of the subprogram to stimulate the development of housing construction, the state subsidizes constituent entities of the Russian Federation, municipalities and legal entities that have received loans to provide engineering infrastructure to land plots intended for the construction of economy-class housing, the construction of social infrastructure facilities, the construction of highways in new areas, etc. Certificates may also be issued to families with 3 or more children.

As part of the subprogram for providing housing for certain categories of citizens, it is planned to provide housing to such categories of citizens as state civil servants, employees of the prosecutor's office, employees of the Investigative Committee, emergency service workers, etc., as well as the provision of social benefits for the purchase of housing for young scientists . In addition, the program's objectives include completing the construction of dormitories for students and young scientists; resettlement of citizens living in the landslide zone of Ingushetia, resettlement of citizens from residential premises declared unsuitable for living and other socially important tasks. For the purposes of this program, the state annually subsidizes the Agency for Housing Mortgage Lending and Russian credit organizations.

The goal of the subprogram for the modernization of communal infrastructure is to create conditions for bringing the communal infrastructure into compliance with quality standards that ensure comfortable living conditions. The subprogram's activities provide for co-financing from the federal budget for the completion of construction and reconstruction of utility infrastructure facilities.

What goals does the state set for itself?

The government is obliged to develop all areas of the economy, while taking care of vulnerable citizens. The state program “Housing” meets these criteria. Its goals are manifold.

Briefly in the Resolution they are stated as follows:

  1. Create favorable conditions for the development of the market for affordable and comfortable economy class housing.
  2. Containing rising housing prices.
  3. Maintaining effective demand for housing.
  4. Increasing the volume of housing commissioning and developing the construction industry.
  5. Providing government support to citizens in need of improved housing conditions.
  6. Fulfillment of the state’s social obligations to provide housing for young families and certain categories of citizens.
  7. Integrated development of territories for the purpose of housing construction, including provision of land plots with engineering, social and road infrastructure.

Particular attention in the events is paid to beneficiaries. Priority categories of citizens, except for young families under 35 years of age, are:

  • military personnel who retired due to length of service;
  • employees of the police, prosecutor's office, investigative committee;
  • scientists;
  • liquidators of the accident at the Chernobyl nuclear power plant;
  • rescuers;
  • citizens subject to resettlement from closed military cities, towns, closed administrative territories;
  • citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant and the accident at the Mayak production association;
  • citizens recognized as forced migrants leaving the Far North;
  • citizens living in premises recognized as unsuitable, with a high level of wear and tear, living in the area of ​​the Baikal-Amur Mainline.

By decision of the President of the Russian Federation or Decree of the Government of the Russian Federation, the list of beneficiaries may be expanded or adjusted.

Main criteria for selecting participants

Only citizens of the Russian Federation can apply for a subsidy. The state program “Providing housing for young families” applies to young people under the age of 35; other measures to provide housing do not specify the age of the participants; naturally, they must correspond to the categories that are enshrined in the Resolution in the terms of each target program.

Also, additional conditions may be imposed on participants, such as solvency, because a young family is allocated only part of the funds to purchase housing; they must have the remaining amount in a bank account or receive approval under one of the bank’s loan programs.

Participants in the program to provide housing for certain categories of citizens must only have a place of work or place of registration corresponding to the program in the areas specified in the action plan from which citizens are planned to be resettled.

Where to contact potential participants

Having decided on his intentions, a citizen must come to the administration of the city (town, village) in which he lives.

In addition, you must have with you the documents necessary to register as those in need of improved living conditions. Applications are reviewed on a commission basis. The government agency is obliged to respond to the applicant within 10 days. The period is counted from the date of submission of the application.

Citizens who can obtain housing due to work or service must contact the appropriate department at work.

Frequently asked questions about participation in the program

The documents indicate that measures to provide young families with housing are designed only for young families. However, an application can be submitted by a single person who falls within the restrictive age criteria. According to the Family Code, he is also a separate unit of society.

It is important to have time to decide on your intentions before the age of 35.

According to the current federal program, the age of each spouse or one parent in a single-parent family on the day the executive body of a constituent entity of the Russian Federation makes a decision to include a young family participating in the activities of a departmental target program in the list of applicants for receiving social benefits in the planned year does not exceed 35 years.

More detailed conditions for participation are outlined in regional programs, which may differ slightly from federal ones in favor of citizens.

However, it should be remembered that there is a clause in the federal program that allows regional authorities to exclude citizens even from already approved lists. It states that if at the time the executive body of a constituent entity of the Russian Federation forms lists of young families - applicants for receiving social benefits in the corresponding year, the age of at least one of the members of the young family exceeds 35 years, such a family is subject to exclusion from the list of young families - participants in the events of the departmental target program in the manner established by the executive authority of the constituent entity of the Russian Federation.

Results achieved

It is too early to say that the main goals of the state program “Housing” have been achieved. The cost of apartments and houses did not decrease, nor did the percentage of young families with satisfactory housing conditions.

Nevertheless, there are some successes. So:

  • the share of private housing among Russians is gradually increasing;
  • mortgage lending is developing;
  • the volume of commissioned housing stock is growing;
  • the infrastructure of cities is being modernized through the use of budget funds and citizens;
  • The resettlement of citizens from dilapidated housing, emergency housing and from the regions of the Far North is gradually being organized.

The maximum amount of a preferential loan is 3 million rubles, and in the capital and St. Petersburg - 8 million rubles.

Social benefits are provided to the owner of the state housing cooperative in non-cash form by crediting federal budget funds to his bank account opened with the bank.

The owner of the certificate, within 3 months (for the “GA” series - 2 months) from the date of issuance of the civil housing certificate, submits it to the bank at the place of purchase of the residential premises(s) or at the place of residence to conclude a bank account agreement and open a bank account.

When opening a bank account, the bank checks the compliance of the data specified in the State Housing Certificate with the data contained in the identity document of the certificate owner, as well as the timeliness of submission of the State Housing Property Certificate to the bank, after which it concludes a bank account agreement with him and opens a bank account in his name.

If there is a discrepancy between the data specified in the State Housing Property Agreement and the data contained in the submitted documents, as well as in the event of expiration of a 3-month period (for the “GA” series – 2 months) from the date of issue of the State Housing Property Agreement, the bank returns the State Housing Property Agreement to its owner.

The owner of the civil housing construction has the right to apply to the executive authority that issued the civil housing construction with an application to replace the certificate.

The bank account agreement stipulates the basic conditions for servicing the bank account, the procedure for the relationship between the bank and the owner of the civil housing cooperative.

The bank account agreement is concluded for the period remaining until the expiration of the civil housing contract, and can be terminated during the validity period of the bank account agreement upon the written application of the account owner. In the event of early termination of a bank account agreement, if social payment funds have not been credited to the specified account, the bank issues the account owner a certificate of termination of the bank account agreement without transferring social payment funds.

The civil housing property, handed over by its owner to the bank, is not returned to the certificate owner after the conclusion of the bank account agreement.

If a bank account agreement is concluded not at the place of acquisition of residential premises(s) on the territory of a constituent entity of the Russian Federation specified in the certificate, but at the place of residence, the account owner must submit to the bank before purchasing the residential premises(s) to the place of purchase of residential premises(s), a previously concluded bank account agreement and a copy of the civil housing contract certified in the manner established by the bank. The bank enters into a new bank account agreement with the account holder. In this case, the validity period of the new bank account agreement is limited to the validity period of the previously concluded bank account agreement. In this case, there is no commission for opening an account (see reefs).

The bank account agreement stipulates that, by agreement of the parties, the opening and maintenance of a bank account is carried out at the expense of the account owner (see Tariffs).

The account owner, within the validity period of the bank account agreement, has the right to purchase residential premises (residential premises) that meet the requirements from individuals and legal entities (one or more) on the primary or secondary housing markets in the territory of the constituent entity of the Russian Federation specified in the Civil Housing Agreement. , established by Articles 15 and 16 of the Housing Code of the Russian Federation, landscaped in relation to the conditions of the settlement chosen for permanent residence, including in rural areas (including outbuildings). In this case, it is permissible to acquire a share in the right of common ownership of residential premises(es), provided that as a result of such a transaction, the residential premises(es) completely become the common shared property of the account owner and his family members.

If the certificate indicates in the column “name of the subject of the Russian Federation” the federal cities of Moscow, St. Petersburg or Sevastopol, the purchase of residential premises(s) is allowed, respectively, in the Moscow region, Leningrad region or the Republic of Crimea.

The account holder has the right to purchase residential premises(es) not only within the limits of social benefits, but also using their own and (or) borrowed (credit) funds, as well as funds (part of the funds) of maternal (family) capital.

The account holder provides to the bank at the place of purchase of residential premises(s) to pay for the purchased residential premises(s), documents for payment of civil housing construction and at the same time draws up an application-instruction to write off social benefits for the intended purpose when they are received in the account.

The originals of the purchase and sale agreement and the statement(s) are kept by the bank until funds are transferred to the person(s) specified in the purchase and sale agreement, or until a decision is made to refuse such a transfer, and then returned to the account owner.

The bank verifies the package of documents for payment within 3 business days from the date of receipt. Based on the test results:

When deciding to accept the purchase and sale agreement for payment, sends to the Federal Institution “United Directorate” of the Ministry of Construction of Russia an application for the transfer of social benefits to pay for the purchase and sale agreement;

When deciding to refuse to accept a purchase and sale agreement for payment, the Bank notifies the account holder in writing, indicating the reasons.

The Federal Institution "United Directorate" of the Ministry of Construction of Russia, within 5 working days from the date of receipt of the Bank's application, checks the data specified in the application for compliance with the data contained in the unified register of issued certificates.

If they comply, payment documents are provided to the territorial body of the Federal Treasury to carry out, in accordance with the established procedure, the operation of transferring social payment funds to the account of the owner of the state housing cooperative, opened for him in the bank.

After the social payment funds are received into the account of the owner of the civil housing construction project, they are transferred for the intended purpose to the recipient.

Documents provided to the bank to pay for residential premises(s):

  1. Agreement (agreements) for the purchase and sale of residential premises (s), on the basis of which state registration of ownership of the residential premises (residential premises) was carried out;
  2. Extract(s) from the Unified State Register of Real Estate;
  3. Credit agreement (loan agreement) on the provision of funds for the purchase of residential premises (residential premises) (if any);
  4. Bank account agreement;
  5. Identification document of the owner of the civil housing construction project or an authorized representative; a notarized power of attorney (or a power of attorney equivalent to a notarized one, in the case of documents being submitted to the bank by an authorized person).

Mandatory indication of details in the purchase and sale agreement:

  1. Address of the residential premises(s) being purchased, area of ​​the residential premises(s);
  2. Price of residential premises(s) (in numbers and words); if there is an additional payment, then the terms for payment of the missing amount and the timing of the transfer of own or borrowed funds are prescribed;
  3. Details of the Civil Housing Code: series, number, date of issue, name of the body that issued the certificate;
  4. Account, full name of the owner of the civil housing construction project from which social payment funds are transferred;
  5. Account, full name of the seller to which social benefits are transferred.

IMPORTANT:

  1. The purchased residential premises (residential premises) are registered as the common property of all family members specified in the certificate.
  2. An extract from the Unified State Register of Real Estate (USRN) must contain complete data about each person whose right to residential premises is registered. An extract from the Unified State Register is provided to the copyright holders themselves or their legal representatives, or to individuals and legal entities who have a power of attorney from the copyright holder or his legal representative. To obtain from the rights registration authority an Extract from the USRN containing complete data about each copyright holder, it is necessary to contact all copyright holders at the same time or their legal representatives, or persons who have a notarized power of attorney(s) from the copyright holder(s) or his(their) legal representative(s).
  3. When purchasing 2 or more residential premises, contracts for residential premises and extracts from the Unified State Register of Real Estate must be submitted to the bank at the same time.
  4. Residential premises(es) can only be purchased in the region indicated in the corresponding line in the certificate.
  5. It is permissible to accept a purchase and sale agreement for payment if the cost of the purchased residential premises (residential premises) is lower than the amount of social benefits specified in the certificate.

According to Altai Kraistat data for January-March 2016, enterprises, organizations and individual developers built 2,900 new apartments with a total area of ​​177.3 thousand square meters in the region. meters. In rural areas, 40.3 thousand square meters were commissioned. meters, or 22.7% of the total input along the edge, which is 27.0% less than January-March 2015.

Individual developers, using their own and borrowed funds, built and put into operation 57.7 thousand square meters. meters of residential buildings, which is 32.6% of the total commissioning along the edge.

As of 04/01/2016, territorial planning schemes for 57 municipal districts (97% of the total number of districts) and master plans for 10 urban districts (100%) and 7 urban settlements (100%) were approved in the region.

Out of 644 rural settlements, in 322 (50%) settlements decisions were made that there was no need to prepare master plans. Of the remaining 322 settlements, master plans have been approved in 133 (41%), 100 (31%) projects are at the stage of coordination and approval, 65 (20%) are under development. Due to a shortage of financial resources in 24 settlements of the region (7%), contracts for the development of urban planning documentation have not currently been concluded and work has not begun.

During the 1st quarter of 2016, 3 draft master plans were approved.

Subprogram “Providing housing for young families”

In the Altai Territory, by resolution of the Regional Administration dated October 31, 2014 No. 503, the subprogram “Providing housing for young families in the Altai Territory” was approved for 2015 - 2020 of the state program of the Altai Territory “Providing affordable and comfortable housing for the population of the Altai Territory” for 2014 - 2020 (hereinafter - "subroutine")

In order to participate in the Altai Territory in 2015 in the implementation of the subprogram “Providing housing for young families” of the federal target program “Housing” for 2015 - 2020, a set of documents was prepared and sent to the Ministry of Construction of Russia for the competitive selection of constituent entities of the Russian Federation, as part of which an application for the volume was sent funding from the federal budget in the amount of 75,785.85 thousand rubles. According to the minutes of the meeting of the commission for the competitive selection of subjects of the Russian Federation to participate in the implementation of the subprogram dated January 18, 2016 No. 1, Altai Territory was selected for the implementation of the subprogram in 2016. In accordance with the order of the Government of the Russian Federation dated February 22, 2016 No. 275-r, a subsidy from the federal budget in the amount of 75,785.85 thousand rubles was distributed to the Altai Territory, for co-financing of which 46,313.5 thousand rubles from the regional budget and 46,313.5 thousand rubles are required local budget. This will provide housing for 171 young families.

In February 2016, a meeting of the competition commission was held to provide the municipalities of the Altai Territory with funds from the regional and federal budgets provided for the implementation of the subprogram in 2016. In 2016, 52 municipalities of the region were selected to participate in the subprogram and submitted applications. Based on the results of the commission meeting, funds from the federal and regional budgets were distributed for the implementation of the subprogram in 2016 and a list of young families applicants for receiving social benefits in 2016 was approved.

In March 2016, an agreement signed by the Altai Territory on the implementation of the subprogram in 2016 was sent to the Ministry of Construction and Housing and Communal Services of the Russian Federation.

In order to implement the activities of the subprogram, in February and March 2016, orders of the Regional Administration dated 02/02/2016 No. 20-r, dated 03/29/2016 No. 81-r on the provision of funds from the regional budget for the implementation of the subprogram in 2016 were approved, in accordance with which funds from the regional budget in the amount of 23,686.5 thousand rubles were transferred to local governments (02/04/2016 - 7642.65 thousand rubles, 04/06/2016 - 16043.85 thousand rubles).

In 2016, due to the limits of budget allocations from 2011 to 2015, 23 young families improved their living conditions within the framework of the subprogram. For these purposes, 26,145.87 thousand rubles of budgetary funds were used, of which funds from the regional budget - 7,642.65 thousand rubles, local budgets - 18,503.22 thousand rubles, extra-budgetary funds were raised in the amount of 57,497.2 thousand rubles (mortgage funds - 7531.43 thousand rubles). 4179.61 sq.m. purchased and built. housing, of which 694.48 sq.m. of new (individual) housing were purchased, which is 16.6% of the total number of sq.m. m. purchased by program participants.

Subprogram “Fulfillment of state obligations to provide housing for categories of citizens established by federal legislation”

1. Providing housing for veterans of the Great Patriotic War

In accordance with the Federal Law of December 14, 2015 No. 359-FZ “On the Federal Budget for 2016”, in 2016 the Altai Territory will be allocated housing for participants, disabled people of the Great Patriotic War, family members of deceased (deceased) disabled people and participants of the Great Patriotic War 286,947.4 thousand rubles, which will provide housing for 248 veterans.

In accordance with the order of the Administration of the Altai Territory dated 03/09/2016 No. 55-funds were sent to cities and districts of the region for further implementation.

In 2016, as of April 1, 2016, 19 veterans of the Great Patriotic War improved their living conditions in the amount of 21,938.616 thousand rubles. The area of ​​purchased residential premises was 842.5 square meters. m. Of these, 3 participants and 1 disabled person of the Great Patriotic War were provided with housing.
In total, in 2010-2016, 7,374 people from among the veterans of the Great Patriotic War who registered after 03/01/2005 were provided with housing in the amount of 7,147,313.459 thousand rubles. The total area of ​​purchased residential premises was 334,621.31 square meters. m.

As of 04/01/2016, 348 veterans of the Great Patriotic War are registered as needing improved housing conditions, including 57 people from among the participants and disabled people of the Great Patriotic War of 1941 - 1945.

2. Providing housing for veterans, disabled people and families with disabled children

As of 02/01/2016, 792 people from among veterans, disabled people and families with disabled children are registered for the improvement of housing conditions in the region.

In accordance with the Federal Law of December 14, 2015 No. 359-FZ “On the Federal Budget for 2016”, in 2016 the Altai Territory will be allocated 24,074.6 thousand rubles to provide housing for citizens of the above category, which will provide housing for 41 people.

According to information from specialists from the Altai Territory Administration Committee on Finance, Tax and Credit Policy, federal budget funds arrived in the region on March 31, 2016.

Implementation of activities within the framework of the Federal Law of July 21, 2007 No. 185-FZ “On the Fund for Assistance to the Reform of Housing and Communal Services”

On the territory of the Altai Territory, the regional targeted program “Resettlement of citizens from emergency housing stock” for 2013 - 2017 is being implemented (approved by Resolution of the Regional Administration dated March 26, 2013 No. 178, as amended on February 20, 2016 No. 50).

As part of the implementation of measures to resettle citizens from emergency housing stock, it is planned to resettle 11,533 people from 4,252 residential premises with a total area of ​​153,529.03 sq.m., located in 531 apartment buildings, recognized in accordance with the established procedure before 01/01/2012 as unsafe and subject to demolition. For the implementation of these activities, 4,690,558.410 thousand rubles are planned, including funds from the state corporation - the Fund for Assistance to the Reform of Housing and Communal Services (hereinafter referred to as the “Fund”) - 2,995,625.002 thousand rubles, funds from the regional budget - 831 489, 443 thousand rubles, funds from local budgets - 787,356, 262 thousand rubles, funds from additional sources of financing - 76,087, 704 thousand rubles.

Stage 2015 - 2016

According to the program, during the implementation of this stage, it is planned to resettle 2,080 people from 785 residential premises with a total area of ​​33,209.53 square meters. m of 103 apartment buildings on the territory of 8 municipalities.

The total amount of funds allocated for the implementation of the 2015-2016 stage of the program is 1,012,898.995 thousand rubles, of which: Fund funds - 627,605.895 thousand rubles, regional budget funds - 199,842.336 thousand. rub.; local budget funds - 185,450.764 thousand rubles.

Local authorities held auctions for the purchase of 785 residential premises. According to the Procedure approved by the Board of the Foundation, based on the results of auctions, 100% of the Foundation’s funds and 100% of the regional budget funds are transferred to municipalities.

As of April 1, 2016, 274 people (13.2% of the program) were resettled under this stage.

The resettlement of citizens is planned to be completed by December 31, 2016.

Stage 2016 - 2017

The application of the Altai Territory for the provision of financial support from the Fund for the implementation of this stage of the program was approved by the Board of the Fund on 04/06/2016. Until April 30, 2016, it is planned to receive funds from the Fund (30%) to the regional budget.

The total amount of funds allocated for the implementation of the stage

2016-2017 program is 1,397,217.613 thousand rubles, of which: Fund funds - 851,859.089 thousand rubles, regional budget funds - 272,679.262 thousand rubles; local budget funds - 272,679.262 thousand rubles.

According to the program, during the implementation of this stage, until September 1, 2017, it is planned to resettle 4,158 people from 1,480 residential premises with a total area of ​​45.90 thousand square meters. m of 213 apartment buildings in the city of Biysk.

Implementation of support for effective demand for housing, including through mortgage lending.

According to banks, in the 1st quarter of 2016, 2,784 loans were issued in the amount of 3,411.156 million rubles. Under the program “Providing housing for young families in the Altai Territory,” 375 loans were issued in the amount of 432.271 million rubles. Today, there are many programs that allow you to purchase your own home with the help of the state. One of the problems why these transactions have not become widespread is the lack of information among the population about the availability of these same opportunities and the conditions for participation in them. In the distant USSR, every Soviet citizen, working for the good of society, could count on receiving free housing from the state, although not into private ownership - such a concept simply did not exist then. With the collapse of the Soviet Union, this system of distributing apartments to the population disappeared. Now, in most cases, in order to become the owner of real estate, without being the heir of a “wealthy grandmother,” you need to earn money for it or take out a loan, but in fact, also earn money. At the same time, the state is not only ready to help certain categories of the population purchase housing, but must do so, having such obligations to them.

So, who today can be considered in need of housing or improved living conditions?

Firstly, these are citizens who do not own housing or under a social tenancy agreement (hereinafter referred to as social tenancy) in the locality in which they live, work or serve.

Secondly, families who own housing or have social rent, but a large number of people live in it and each person has less than 15 square meters. meters. This criterion is suitable for residents of communal apartments in which several unrelated families live, and people in whom one of the relatives suffers from a chronic disease that is harmful to the health of the rest of the residents and requires a separate room.

In each region, these requirements can be supplemented; in some cases, the situation is reviewed individually.

Due to the low availability of housing for many segments of the population, the state has developed several programs to subsidize the purchase of housing. Some of them involve relocation from one region to another, the rest, on the contrary, are designed for the fact that the participant must live in the territory of the subject of the Russian Federation in which he wants to purchase an apartment for at least 10 years. Let us note right away that due to the limited amounts allocated from the budget, transactions for the purchase of housing with government subsidies are very often in conjunction with a mortgage loan.

I. Federal target program " Housing"is the most global program of the Government, designed to increase the affordability of housing throughout the Russian Federation for various categories of the population in need of improved housing conditions. The program itself includes several subroutines:

1) Subroutine " Providing housing for young families of the federal target program “Housing"for 2015 - 2020, abbreviated name - " Young family».

The essence of the program is that the state provides the participant with a social payment of at least 30% of the cost of housing for young families without children and at least 35% of the cost for young families with one child or more.

Participants in the program can be young families in which the age of the spouses does not exceed 35 years. New for 2016 is the possibility of participation of single-parent young families consisting of one young parent and one child or more. Previously, only families of two parents could participate in the project. To purchase an apartment, the family will need additional funds: either their own savings or a mortgage loan.

The size of the social payment is determined based on the total area of ​​the apartment or house due to the number of members of the young family and the standard cost of one square meter of housing established in the region. The funds received are strictly targeted: with their help, you can either purchase an apartment only on the primary market, or build a house, either independently or with the help of share participation. The program participant certificate can only be used as a down payment on a mortgage in the following banks: Sberbank PJSC, VTB24 PJSC and Rosselkhozbank JSC.

The “Young Family” program is regulated by the Decree of the Government of the Russian Federation of August 25, 2015 No. 889 “On amendments to the Decree of the Government of the Russian Federation of December 17, 2010 No. 1050.” You can apply for participation in the program at the housing department of your local administration.

2) Subprogram “Fulfillment of state obligations to provide housing to categories of citizens established by federal legislation, the federal target program “Housing” for 2015 - 2020.

As the name suggests, the participants in this subprogram are people to whom the state has obligations, mainly related to their professional activities. The list of participants is quite wide:

Military personnel discharged before 01/01/2005 who are not eligible for participation in the Military Mortgage program;

Citizens subject to resettlement from closed military camps (ZVT) and settlements of institutions with special conditions of economic activity

Residents of closed administrative-territorial entities (CLATEs), registered before January 1, 2015, who wish to move to a new place of residence;

Citizens exposed to radiation due to the disaster at the Chernobyl nuclear power plant and the accident at the Mayak production association, as well as other persons equivalent to them;

Forced migrants due to emergency circumstances and in need of housing, registered with the Migration Service;

Citizens wishing to move from the Far North and equivalent areas, including the Far East.

Participants in this subprogram can purchase an apartment or residential building from both an individual and a legal entity using a certificate. You can pay for the purchase either entirely through social benefits or using your own or credit funds. The amount of the subsidy is calculated based on the average cost of residential premises, which is determined in accordance with: the cost of 1 sq. m of housing established in the relevant region and with living space standards. In case of attracting a mortgage loan, the certificate is taken into account as a down payment to Sberbank PJSC and VTB24 PJSC.

The subprogram is regulated by Decree of the Government of the Russian Federation of March 21, 2016 No. 216 “On approval of the Rules for the provision of subventions from the federal budget to the budgets of the constituent entities of the Russian Federation for the exercise by public authorities of the constituent entities of the Russian Federation of the powers of the Russian Federation delegated to them to provide residential premises for citizens discharged from military service ( service), and persons equivalent to them.”

3) Subroutine " Providing housing for certain categories of citizens» federal target program “Housing” for 2015 - 2020.

Within the framework of this subprogram, several areas are highlighted, one of which is the provision of housing for prosecutors, employees of the Investigative Committee of the Russian Federation, employees of scientific organizations, employees of the Ministry of Emergency Situations of the Russian Federation, federal civil servants and young scientists. In fact, this is the provision of housing for social rent for the period of service or work in the relevant department.

The second direction is the provision of social benefits for the purchase of housing by young scientists. These certificates are provided by: the Russian Academy of Sciences (RAS), the Far Eastern, Siberian and Ural Branches of the Russian Academy of Sciences, the Russian Academy of Medical Sciences - to employees working in academies of sciences or scientific organizations subordinate to them.

Participants in this program can be young scientists under the age of 35 for candidates of science and up to 40 years for doctors of science, who have worked in a scientific organization for at least 5 years and who need improved living conditions. The amount of social benefits is calculated based on the total living area (33 sq. meters) allocated to the scientist and the average market value of 1 sq. m. meters of housing approved by the Ministry of Construction and Housing and Communal Services of the Russian Federation for the region in which the scientific organization is located. That is, only those scientists who work directly in Moscow can purchase housing in the capital of the country. As in previous programs, it is possible to obtain a mortgage loan. At the moment, the program operates only in 23 regions of the Russian Federation; in 2016, this list is planned to be expanded. In the Moscow region, applications from 58 young scientists have already been approved for this year; they will be the first recipients of subsidies for the purchase of apartments on the primary and secondary real estate markets in the capital region.

The legal basis of the Subprogram is the Decree of the Government of the Russian Federation No. 765 of December 14, 2006 “On the procedure for providing young scientists with subsidies for the purchase of residential premises as part of the implementation of measures to provide housing for certain categories of citizens of the federal target program “Housing” for 2002 - 2010” and the Resolution RAS No. 142 dated June 20, 2011 “On the Procedure for providing young scientists of the Russian Academy of Sciences with social payments for the purchase of residential premises.”

II. Subsidized by separate programs purchase of housing by police officers, the Ministry of Emergency Situations and the Federal Penitentiary Service (Federal Penitentiary Service) on the basis of No. 283-FZ of December 30, 2012 and separate decrees and orders for each department. III. Another federal program " Housing for a Russian family» is being implemented in 2014-2017. within the framework of the state program of the Russian Federation “Providing affordable and comfortable housing and utilities to citizens of the Russian Federation” on the basis of Decree of the Government of the Russian Federation No. 404 of May 05, 2014 with the support of AHML, the Ministry of Construction and the Government of the Russian Federation. The essence of the program is that developers build economy-class housing, the cost of which should not exceed 35,000 rubles per 1 sq. m. meter. Citizens aged 25-40 years who need improved housing conditions, belonging to the following categories: large families, military veterans, scientists, families living in apartments with less than 18 square meters per person, can participate in the program. meters, residents of emergency buildings and others. The program involves work in all regions of the country, but due to the strict selection of developers, land plots and the limitation of the cost of 1 sq. m. meters, today 70 regions are connected, and so far it has become widespread only in the Krasnodar Territory, the Republic of Tatarstan, Irkutsk, Vologda, Volgograd, Tula regions, the Chechen Republic, the Perm Territory and others. Considering the price level in the capital, the Moscow Government did not submit an application for participation in the program to the Ministry of Construction of the Russian Federation. IV. In addition to federal ones, there are programs regulated at the regional level. So, Housing assistance program for large families in each of the constituent entities of the Russian Federation, the form and conditions of provision may differ, for example, extraordinary provision of housing on social rent, the possibility of obtaining a plot of land for long-term preferential use, subsidizing the purchase of housing, and others. To clarify what type of assistance is provided in each individual region, you must contact the local administration. At the beginning of 2016, a bill on federal subsidies for housing for large families was submitted to the State Duma. Families with 5 or more children (including adopted children), living in Russia for more than 10 years, and in need of improved housing conditions will be able to apply for a subsidy. The calculation formula will be similar to the above programs, that is, the number of square meters allocated per person, multiplied by the average market price. However, given that the family is large, the size of the smallest apartment is 75 sq.m. At the moment, the fate of the bill is not yet known.

In addition to programs under which the state provides money before purchasing a home, there is also the possibility of receiving monetary compensation for real estate already purchased with one’s own funds. FSIN employees and police officers may be eligible for such compensation. Also, as part of the program for relocation from emergency housing, every citizen has the right to receive from the state either new housing or compensation for its purchase. Residents of Moscow, St. Petersburg, Ufa, Nizhny Novgorod and Novosibirsk have the right to receive compensation for personal funds spent on purchasing housing, while the amount and procedure for paying compensation is determined by the regional budget.

In practice, the process is quite bureaucratic and the consideration of applications can take months. Often a refusal may be received due to an incomplete package of documents or the applicant’s non-compliance with any parameter. All certificates are limited in validity from 2 to 7 months, within which the object must be selected and a package of documents must be collected. The selection of banks where it is possible to obtain a mortgage is based on tenders and is updated every year. The main feature of housing certificates is that the participant does not receive funds in hand; they are transferred to a special account opened in a bank, from which the funds are received by the seller after state registration of the transaction. Since all activities related to subsidies, as a rule, last for several months, individual sellers sometimes refuse such transactions, and developers manage to raise prices for apartments several times or even prefer not to work with subsidies. Because of this, the process of purchasing real estate using government certificates has not yet been streamlined and has not become widespread. Close interaction between banks and developers and government agencies at the local level will make this scheme more streamlined and increase the number of transactions using government subsidies.”
