Transfer of jurisdiction

In past years, the conduct and control of the technical inspection was entrusted to the Russian Union of Auto Insurers (RSA).   • Another punishment that will be applied in conjunction with penalties is the revocation of the accreditation certificate. This means that the offender will no longer be able to engage in this type of activity.
Periodicity

The timing and frequency of maintenance have also been adjusted:

  • for a car under 3 years old, the procedure is not necessary;
  • vehicles from 3 to 7 years - maintenance every 2 years;
  • cars over 7 years old - annual inspection.

That is, in 2018, cars produced from 2011 to 2014 will have to undergo mandatory maintenance. The next procedure for them will take place in 2020. For cars manufactured earlier than 2011, the check will need to be carried out annually.

Actual confirmation of maintenance

The following moments must be recorded on the video:

  • transport license plate;
  • date (day, month, year);
  • inspection point (address of the point, certificate of accreditation);
  • check progress.

This requirement caused a lot of controversy, but for both parties there are positive aspects in it, since in disputable situations, the data can be provided to an uninterested arbitration party to establish correctness.

Questions arise on the technical side, since a powerful server is needed to store such a quantity of digital information in a single database, which will entail a huge number of organizational issues and financial costs. At the moment, the solution has not been fully settled.

Penalty for not passed inspection

If a traffic police officer discovers that there is no technical inspection, the driver will be punished.

The amount of the fine for technical inspection can be:

  • 500 rubles - for forgotten or lost;
  • 800 rubles - if you have not gone through MOT.

Also, the driver will not be able to drive the vehicle further. He will most likely be sent to a fine parking lot. The inspector will not allow the movement of a potentially faulty vehicle on the road. The traffic police returns to the inspection

The government has submitted to the State Duma a bill envisaging a large-scale reform of vehicle inspection.

The main goal is to exclude the practice of buying maintenance documents by drivers without providing a car for inspection. Violators-car owners will be fined 2 thousand rubles. Maintenance operators will be obliged to use an electronic signature and record the verification process on video, transmitting data to the Ministry of Internal Affairs. Government bills submitted to the State Duma are amending several laws. In Art. 12.15 of the Administrative Code will establish a new fine for drivers of 2 thousand rubles. for driving a car that has not passed the inspection (recorded by both an inspector and a road camera). According to the amendments to the law "On MTPL", if a driver whose diagnostic card has expired has got into an accident and it is established that the accident was due to a car malfunction, the insurer will be able to file a recourse claim against him.

The inspection procedure will be filmed: materials indicating the time of maintenance will be immediately transferred to a unified technical inspection database (UAIS TO; under the jurisdiction of the traffic police). In case of power outages or Internet connection, the operator must draw up an appropriate act and transfer the data within 24 hours. Access to the UAIS TO will be allowed only through the electronic qualified signature of the operator. The diagnostic card based on the results of the technical inspection will be issued only in electronic form, the paper version is a thing of the past. For issuing a card for a car that did not come for inspection, a fine of up to 20 thousand rubles is introduced into the Code of Administrative Offenses. for officials and up to 500 thousand rubles - for legal entities. For the conduct of a technical inspection by a company that does not have accreditation, liability is introduced under Art. 171 of the Criminal Code "Illegal Business" (the maximum penalty is imprisonment for up to five years).

The operators will be accredited by the Russian Union of Auto Insurers (RSA). But the work of operators will be controlled by the traffic police, although in the first version of the bill (Kommersant told about it at the beginning of the year), this function was planned to be transferred to Rostransnadzor. The State Traffic Inspectorate will conduct unscheduled inspections based on complaints from car owners or at the request of the prosecutor's office.

The bill, said in the explanatory note, is aimed at counteracting the "practice of mass issuance of diagnostic cards without actually carrying out the inspection procedure." The practice of buying a vehicle inspection, we recall, has a rich history. Until 2012, motorists received maintenance coupons for bribes to traffic police officers. To eradicate corruption, by the decision of Dmitry Medvedev (then the President of the Russian Federation), control over maintenance was transferred to insurers, the coupon was replaced with a diagnostic card.

But they also began to be sold together with OSAGO policies, and at a price significantly lower than coupons. 80% of car owners, according to experts, do not pass the vehicle inspection. It is curious that the traffic police is now returning control over maintenance by the decision of the same Dmitry Medvedev, but already in the rank of prime minister.

The chances of illegally obtaining a technical inspection will be minimized, Sergei Efremov, Deputy Executive Director of RSA, is sure: "It is practically unrealistic to fake video filming and unauthorized use of an electronic signature." Mr. Efremov supported the idea of ​​regaining control over the traffic police operators. "The State Traffic Inspectorate has more experience in this area, the interaction between RSA and the traffic police has been established for a long time," he says. "Of course, there are risks of a shortage of personnel, because recently the department has experienced a reduction in personnel."

According to Kommersant's information, the State Traffic Inspectorate has no plans to increase the staff of technical supervision staff to work with operators. The general director of the Tehexpert union (an association of operators) Sergey Zaitsev believes that operators should not be accredited by RSA, but by Rosaccreditation or Rostec: “We have already seen what happens when insurers are involved in technical inspection.” He also criticized the rule that routine inspections of operators would be prohibited. "There is hardly anyone who will complain about the operators, which means that they will rarely be checked," says Sergei Zaitsev. "There is a lot of useful information in the bill, but there are also gaps that will not completely eliminate the problem of corruption."

When evaluating lighting devices, service workers are guided not by GOST, but by the norms of the Customs Union.

Windscreen wipers and washers (p. 24, ex. 1)

To pass MOT, the serviceability of the nozzles and wipers is required. It is forbidden to dismantle the washers (if provided by the factory). None of the glass cleaning elements can be removed without permission. In the event of a breakdown, it is recommended to make repairs before starting maintenance.

Studded tires (p. 32, ex. 1)

Previously, there were no regulations for spiked rubber. Here the car owners had a complete "carte blanche". Now, during maintenance, the presence of rubber with spikes on all wheels (and not only on the drive axle) will be monitored.

Gas cylinders (item 36, project 1)

The old rules listed the requirements for a gas system. The fact of tightness, absence of delays, availability of required marks and other nuances was checked. After the entry into force of the new rules, there are no clear requirements, but there is a link to the CU decision. Previously, when passing MOT, only an emergency stop sign was required. Other elements have been mentioned as optional. Today the service station will also require a fire extinguisher and a first aid kit. Without their presence, a diagnostic card cannot be obtained (as well as an OSAGO policy). A first aid kit is also required for a motorcycle. As for the fire extinguisher, it is not necessary.

Leakage from the checkpoint, engine and other systems (p. 65, ex. 1)

Before the changes were made to the rules, the machine successfully passed MOT if the number of droplets of working fluid in 60 seconds did not exceed 20. Now such problems should be completely eliminated. Regardless of the type of dropping liquid and the frequency of droplets falling, TO cannot pass. It will not work to transfer the costs of repairs, because they will not give a diagnostic card that way. For used cars, repairs can result in a large sum, so it is important to carefully check the vehicle before buying.

Changes, tuning (p. 68, ex. 1)

Previously, car owners had a free hand. They could put on new bumpers, mount body kits, weld on the trunk on top of the car and upgrade the vehicle at will. Changes to the design (except for factory solutions) require documentation and safety confirmation. This applies to everything - winches, trunk and other elements. After the introduction of new requirements, changes appeared in the registration form. Some of the wording has undergone changes. What to do when buying a used car?

If a person has just bought a car, and the term for the next MOT has not come yet, he does not need to waste time and money again. But as soon as the deadline is right, the assessment is made from scratch. If the car has tuning elements or design changes are made, this can lead to problems. Even if the old owner has successfully passed MOT (before making changes to the rules).

In Russia, from February 23, 2018, new rules for the technical inspection of vehicles come into force. The changes are not so critical (in fact, a lot is returning to normal), but there are several points that put me on the “soft” side. So what has changed? Let's go in detail point by point:

Now it is impossible to cover the diffusers of lighting devices (it can be seen that we are talking not only about headlights, but also about foglights and taillights) - with colored or transparent film. I tighten many as tuning, others as protection (armor film).

Now it is illegal, you will not pass the inspection.

We have it as usual. If they are damaged and not working, then you will not be able to go through either.

It is stipulated that it will not be possible to dismantle the windshield wipers or washers preinstalled by the manufacturer. And what is not written, it means everything - the windshield, the headlights, and the rear window. If everything is more or less clear with the washers, you cannot put other other designs (for example, on a VAZ, change the one that sprays in one stream to fan nozzles).

But the point about the "wipers" is not clear! That is, now I will not be able to put others - "non-original" ones on my car? Or let's say I have "frame" ones, but I can't put "frameless" ones? Either here the matter concerns only the fact that it is impossible to remove the wiper at all, as is done, say, on our VAZ 2114 or PRIORA (hatchback) where the hole is welded.

First aid kit and fire extinguisher

Previously, only an emergency sign was required, now, in order to undergo MAINTENANCE IN 2018, you also need a first aid kit and a fire extinguisher (and it is indicated that it must be at least 2 liters). I think this is correct, it can be trivial to cut yourself, but there is no bandage nearby! YES and a fire extinguisher is also a necessary thing, you can react very quickly to a fire.

But what worries me is whether the traffic police inspectors will start checking again for their presence in the car, as it was before. And if they are not there, then a fine?

Unregistered car alterations

These include:

  • Gas equipment
  • Change in suspension. For example, underestimation, installation

  • Iron bumper instead of plastic
  • A steering wheel or even a chair from another car

All this is illegal, with such changes you will definitely not pass the MAINTENANCE INSPECTION. If only there is no entry about these changes in the registration certificate of the technical device

Winter tires

Well, and lastly, the control over winter tires is being tightened. They should be on all wheels of your car. That is, now you cannot come in winter on summer tires, or on (remember, winter tires are considered -). Or in the summer for the winter, they will monitor this.

The most basic fear of Russian motorists was not confirmed - the technical inspection was not transferred back to the "hands" of the traffic police or Rostransnadzor, but was still left with the "private traders". New rules for passing MOT

Taking into account the new amendments that came into force on May 4 of this year, the expert who carried out the examination must issue a diagnostic card. Even if the car does not meet the requirements, the card is still issued, but in conclusion it is indicated that it is impossible to continue to operate. At the same time, if you are stopped by an inspector on a faulty car, you will have to pay a fine.

As for the innovations, they are as follows:

It is forbidden to dismantle the factory washers and wipers. The most strange point seems to be about "wipers", is it really impossible to put non-original or from a different model of brushes? We will wait for clarification.

Mandatory presence of a first aid kit and a fire extinguisher. If earlier only an emergency sign was enough, then from May 4, to pass the 2018 technical inspection, they are necessary.

It is forbidden to cover the diffusers of lighting devices with foil, regardless of whether it is transparent or colored. Moreover, the same point applies to those motorists who stick the armored film. However, it is very problematic to prove in practice that the headlights are covered with an armor film.

Changes have also been made to the tires, henceforth it is impossible to use studded on one axle, and on the other the usual "Velcro". All four wheels must have identical tires. It is also forbidden to come to MOT in the winter in the winter, and in the summer in the winter, even if tires suitable for the season are installed on one axle.

The serviceability of the steering boosters will also be checked (of course, this applies only to those cars in which such a unit is structurally provided). Accordingly, it will not be possible to pass MOT if the node is faulty.

In addition, alterations were separately touched upon. If they have not been properly legalized, then the operation is prohibited. The alterations included:

Installed another steering wheel, chair.

Fixed iron bumper instead of plastic and vice versa.

Gas equipment not inscribed.

Changes made to the suspension, for example, installed welds, cut springs ().

If the technical inspection starts to pass according to the rules, then you will no longer see the understated Prior.

Also, soon they plan to introduce a decree to combat illegal receipt of diagnostic cards. That is, now you can pay about 500 rubles to bring your car into the EAISTO database. It is supposed to enter into the database not only an electronic version of the map, but also video evidence that a particular car actually drove in for inspection.

What is a diagnostic card?

This is a document that contains information about the car (VIN code, number, owner), and also indicates the technical opinion of the service operator that issued the card. That is, data is entered on whether or not it is possible to use the vehicle. Two copies are created, and an electronic version for the EAISTO database is additionally issued, under an individual number. One copy is given to the owner, the second is kept for three years by the expert who carried out the inspection.

Who needs a diagnostic card?

The validity period of the cards, and, accordingly, the time frame for passing the MOT, are determined by the date of issue of the car. If you rely on article 15, part 2 of the Federal Law No. 170, then individuals who own vehicles (including cargo vehicles up to 3.5 tons), whose age is less than three years, are given the right not to issue a diagnostic card. Otherwise, if the age of such a car is more than three years, obtaining a card is mandatory. Indeed, without MOT, no company will issue you "insurance". In the future, the terms of passage are as follows:

For vehicles issued from three to 7 years ago, with appropriate TP marks, the validity period is two years.

If the age exceeds the seven-year threshold, the validity period of the card is equal to one year.

For those who have not yet expired the old MOT coupon, there is no need to receive a diagnostic card. You will have to change it when you go through MOT again or after the expiration of the previous one.

The terms of the annual maintenance are meant for the following categories (regardless of the year of manufacture):

Trucks weighing more than 3.5 tons.

For special vehicles that are equipped with devices for transmitting sound and light signals.

Vehicles that are designed to teach driving.

Released from the obligatory maintenance and obtaining a diagnostic card, trailers with a carrying capacity of not more than 3.5 tons belonging to individuals. Article 32 of the law on maintenance.

According to article 15, part one, Federal Law (dated 01.07.2011), to undergo maintenance every six months, the following are subject to:

Buses.

Passenger taxis.

Trucks converted to carry more than 8 passengers (excluding the driver's seat).

Special vehicles, including used trailers for the transport of dangerous goods.

At the same time, the right (article 15, part 6) is reserved for absolutely any vehicle owner to undergo MOT at any time, regardless of the time limits specified by law.

Penalties for the lack of a diagnostic card (TO)

As you understand, as such, there are no penalties specifically for the absence of a diagnostic card or non-compliance with the operating rules (for individuals, vehicle owners). Because the traffic police do not even have the right to demand a card from you. A fine will be imposed for the lack of "insurance". Indeed, if you do not have a diagnostic card, no insurance company will sign a contract with you. In fact, for individuals, an insurance policy is to some extent a diagnostic card, in the understanding of the traffic police. Therefore, if it is not there, accordingly, a fine is provided:

800 rubles, if there is no policy at all. It is possible to pay 50% less if it meets the 20-day payment deadline.

500 rubles, for an expired policy or issued in violation.

RUB 500 or a warning if the driver is unable to provide the policy on the spot.

As far as individuals are concerned, we will remind them that "direct" fines for the lack of "technical inspection" were canceled back in 2012, at the same time it was forbidden to demand a card from the driver. But, the fines remained the same (Article 12.1 of the Administrative Offenses Code of the Russian Federation) for:

Passenger taxis.

Buses, trucks (equipped to carry passengers (more than eight seats).

Special vehicles designed, including for the carriage of dangerous goods.

The amount of the fine varies from RUB 500 to RUB 800. Moreover, there is an addition, if the debt is not repaid within two months, the amount will increase proportionally.

Price

Tariffs for maintenance are set by each individual subject of the federation independently. Therefore, the price of the diagnostic card differs not only depending on the type of vehicle, its class, but also on the region. So, the average cost in Russia:

All cars (including taxis), used for no more than eight seats - 700 rubles.

Buses with more than 8 seats and a maximum weight of up to 5 tons - 1290 rubles.

Similar to the previous one, but for buses weighing more than 5 tons - 1560 rubles.

Trucks up to 3.5 tons - 770 rubles.

Trucks from 3.5 to 12 tons - 1510 rubles.

Motor transport - 240 rubles.

The state duty is no longer charged.

What documents will be required?

If you turn to article 18, part 1.2 of the Federal Law, the owner of the vehicle to undergo MOT will need:

RF passport or license (VU).

If MOT is not carried out by the owner, you will need a general power of attorney.

To obtain a diagnostic card, it is imperative to eliminate the existing faults. By the way, when the car is re-examined by an expert, attention is paid only to those details that did not meet the requirements during the first check.
