12.1. Stopping and parking of vehicles is allowed on the right side of the road on the side of the road, and in its absence - on the carriageway at its edge and in the cases established by paragraph 12.2 of the Rules, on the sidewalk.

The combination of sign 6.4 with one of the plates 8.6.4 - 8.6.9, as well as road marking lines, allows the vehicle to be parked at an angle to the edge of the carriageway if the configuration (local widening) of the carriageway allows such an arrangement.

12.3. Parking for the purpose of long-term rest, overnight stay and the like outside the settlement is permitted only on designated sites or outside the road.

12.4. Stopping is prohibited:

on tram tracks, as well as in the immediate vicinity of them, if this interferes with the movement of trams;

at level crossings, in tunnels, as well as on overpasses, bridges, overpasses (if there are less than three lanes for movement in this direction) and under them;

in places where the distance between the solid marking line (except for the edge of the carriageway), the dividing strip or the opposite edge of the carriageway and the stopped vehicle is less than 3 m;

at pedestrian crossings and closer than 5 m in front of them;

on the carriageway near dangerous turns and convex fractures of the longitudinal profile of the road when the visibility of the road is less than 100 m in at least one direction;

at the intersection of carriageways and closer than 5 m from the edge of the crossed carriageway, with the exception of the side opposite to the side carriageway of three-way intersections (intersections) that have a solid marking line or a dividing strip;

closer than 15 meters from the places of stopping of route vehicles or parking of passenger taxis, indicated by the markup 1.17, and in its absence - from the indicator of the place of stopping of route vehicles or parking of light taxis (except for a stop for embarking and disembarking passengers, if this does not interfere with the movement of route vehicles or vehicles used as a passenger taxi);

Definition

The introduction of the terms "stopping" and "parking" is made in Chapter 1, Article 1.2 of the SDA. According to this document:

  • a stop is an intentional termination of further movement for a period of up to 5 minutes or more, if an increase in the time interval is necessary for embarking / disembarking passengers or loading and unloading operations. That is, the stop is made solely to conduct certain actions;
  • parking is also called an intentional stopping of movement for a period of time more than 5 minutes. Moreover, the termination of movement in this situation is in no way connected with the loading / unloading of the vehicle or the embarkation / disembarkation of passengers.

What is the difference between a stop and a parking in traffic rules

Many, especially novice drivers, constantly confuse these two concepts, which leads to an incorrect interpretation of the traffic rules, and as a result, the occurrence of many emergency situations.

To clearly distinguish between a stop and a parking, you need to know the main differences between the two concepts:

  • the first difference is the timing of the maneuver. Stopping is made for a short period of time (up to 5 minutes), while parking is a longer maneuver. However, a stop can also be made for a longer interval, if in a limited period of time they do not have time to complete all the actions provided for by the rules;
  • the second difference is the purpose of the maneuver. Parking can be done for any purpose (going to the store, leaving the vehicle at night or working hours, visiting a doctor, and so on). A stop is made with only two purposes: 1 goal is the embarkation or disembarkation of passengers at the destination and 2 goal is the loading or unloading of goods.

It should be borne in mind that any parking in the first stage is a stop. For this reason, the same rules are established for the two considered maneuvers.

Signs and their area of ​​action

When performing any type of maneuvering, including stopping and / or parking, you should first of all be guided by road signs. A detailed description of the signs is indicated in Appendix 1 to the SDA.

All signs are subdivided into several groups:

  • prohibitory signs, that is, signs that categorically prohibit the performance of any action;
  • warning signs (signs that warn the driver about a possible danger);
  • priority signs are used to determine priority movement;
  • prescriptive signs, information signs, etc.

To consider the issue of the rules for parking and stopping motor vehicles, all signs can be conditionally divided into prohibiting and permissive.

Permissive

Signs permitting stopping and / or parking include:

Parking (sign number 6.4)

This road sign is installed in front of the entrance to a special site, which, in accordance with the scheme of the settlement, is set aside for parking.

The coverage area of ​​this sign is limited by the perimeter of the parking area. Parking can be either paid or free. As a rule, a turnstile is installed before entering a paid parking lot.

It should be borne in mind that in the coverage area of ​​this sign, the territory, as a rule, is divided into separate parking boxes, limited by solid marking lines.

In some boxes or at the entrance to the line of boxes (on a pole) a sign "Disabled" may be installed.

This means that these parking spaces can only be occupied by disabled drivers who have supporting medical documents.

If such a box is occupied by another driver, then this will entail the imposition of an administrative fine.

Regulated parking area (5.29)

This sign marks a section on the carriageway where you can stop, including for a long period of time.

The sign is valid until the sign of the end of the regulated parking zone (5.30), regardless of the presence / absence of intersections. Additionally, the considered signs can be supplemented with plates indicating the correct location of the car on the roadway in the coverage area.

If the car is not parked as indicated on the plate, then the driver is subject to administrative punishment.

Resting place (7.1)

The sign is installed outside the boundaries of the settlement and designates the zones that are intended for the rest of drivers (passengers).

Prohibiting

Where is it prohibited to stop and park vehicles under traffic rules? Prohibitory signs include:

  • stop is prohibited (3.27). This sign prohibits both stopping and parking. The sign does not apply to route vehicles and cars used by the driver as a passenger taxi. The coverage area within the settlement is limited by the nearest intersection, and outside the settlement - by the intersection (if any) or together with the end of the village boundaries. The second option for the end of the zone of action of road sign 3.27 is a sign of the cancellation of the prohibition of all restrictions (3.31);

  • no parking (3.28). The requirements of this sign may be violated by drivers who are disabled of I or II groups, taxis, provided that the taximeter is working, which determines the size of the fee, cars belonging to the Russian Post (the car must have a white stripe located diagonally against a blue background). The validity of the sign extends to the territory to the nearest intersection (outside the settlement), to the end of the settlement (in the settlement), to the sign of canceling the restrictions (3.31) or to the end of the distance indicated on the plate located below the main prohibiting sign;

  • parking is prohibited on odd days of the month (3.29). As in the previous case, the effect of the sign does not apply to disabled drivers, taxis and auto postal services. The coverage area is to the intersection or the end of the settlement, to the cancellation sign or the expiration of the specified distance;

  • stop is prohibited on even numbers (3.30). The area of ​​validity of the sign and the existing exceptions are completely similar to signs 3.28 and 3.29.
  • Additionally, you must submit:

    • sign 3.31, which cancels all restrictions imposed by other road signs;

      In the town

      It is allowed to park the car in the city, if there are no prohibition signs and other restrictions are not provided for by the traffic rules, on the right side of the road and on the left side of the carriageway, if the following conditions are met:

      • the road has one lane for movement in each direction;
      • the carriageway is not separated by tram lines;
      • in one-way traffic.

      It should be remembered that these rules apply exclusively to cars and trucks, weighing up to 3.5 tons.

      Vehicles with a larger mass have the right to stop on the left side only for unloading and / or loading.

      The methods of setting up a car are determined by the following rules:

      • road transport is allowed to be parked in one row parallel to the carriageway, if there are no signs indicating the correct placement of the transport and the corresponding road markings;

      • two-wheeled vehicles can be parked in two rows;
      • cars, mopeds, bicycles and motorcycles can be placed on the edge of the sidewalk if it borders on the roadway.
      • It should be remembered that there are separate zones where the “stop” and “parking” maneuvers are limited, regardless of the presence / absence of prohibition signs.

        On the bridge

        Stopping and, accordingly, parking is prohibited on bridges if there are less than 3 separate lanes in each direction of traffic.

        Similar rules apply to such sections of the road as:

        • overpasses;
        • overpasses;
        • tunnels.

        Additionally, restrictions are imposed on stops and parking under these structures, since insufficient visibility can cause an emergency.

        At or in front of a public transport stop

        Stopping / parking is prohibited in places where public transport stops, including light taxis, as well as at a distance of 15 m to the indicated zones or in places indicated by the sign of the presence of a stop complex.

        An exception is the embarkation / disembarkation of passengers, provided that this maneuver does not interfere with fixed-route taxis and other vehicles.

        On Pavement

        Parking and stopping are not permitted on sidewalks if this would interfere with the free movement of pedestrians.

        In extreme cases, it is allowed to stop at the edge of the sidewalk and then only for a certain type of vehicle (two-wheeled vehicles without side trailers and cars).

        At the crossroads

        Another area of ​​the ban is the crossroads of highways. The considered maneuvers are not allowed to be performed both at the intersection itself and at a distance of 5 m before it.

        An exception is the opposite side of the carriageway, provided there are more than three traffic lanes and / or a dividing strip.

        Additional restrictions are imposed on stopping on tram tracks and near these objects, if a standing car will interfere with the passage of trams and close signs, traffic lights and other important factors for assessing the traffic situation.

        Crosswalk

        For the unimpeded movement of pedestrians, the rules introduced a restriction on parking / stopping at pedestrian crossings and a distance of 5 m to them.

        These rules make it possible to reduce the number of accidents involving pedestrians, since a sufficient visibility zone for both the driver and the person crossing the carriageway is an additional guarantee of protection.

        Outside the settlement

        Outside the boundaries of the settlement, stopping / parking is prohibited in all the previously indicated places, as well as on the edge of the carriageway.

        Long-term parking, for example, for the purpose of overnight stay, is allowed only in specially equipped places (zone of action of the sign “Resting place) or outside the carriageway.

        Stopping (parking) outside the boundaries of any settlement is also prohibited on dangerous sections of the road, provided the visibility is less than 100 m. As a rule, such sections are indicated by signs indicating the direction of dangerous turns.

        Separate requirements apply to a stop (parking) that takes place on motorways. Since the maximum speed of movement on these sections of the road has been increased (up to 110 km / h), the level of danger also increases.

        In this regard, stopping and parking on motorways is allowed only in specially designated places, indicated by permissive signs.

        On the sidelines

        The possibility of stopping and / or parking on the side of the carriageway is determined by other rules discussed earlier in this article.

        It all depends on a specific area (settlement or other section of the route) and additional conditions (presence / absence of signs, direction signs, and so on).

        At railway crossings

        Another high-risk area is level crossings. According to statistics, about a third of all road accidents occur on these sections of the road.

        To reduce the number, it was decided to introduce a ban on stopping / parking vehicles in the following zones:

        • directly at the railway crossing;
        • at a distance of 50 m before and after the move (only parking is prohibited.

        A short stopover for the purpose of disembarking or boarding passengers is permitted by the rules).

        The definition of a railway crossing zone is carried out:

        • by signs (single-track and multi-track railways);

        • by barriers (if any).
        • For invalids

          Due to the difficult life situation, namely health problems, some categories of drivers who are disabled groups 1 and 2 have some relaxation in the rules.

          Drivers of these categories have the right to stop and make long-term parking in the area of ​​action of road signs 3.28, 3.29., 3.30 (parking is prohibited, parking is prohibited on odd numbers, parking is prohibited on even numbers, respectively).

          In addition, special parking spaces are allocated for disabled drivers. Such places can be marked:

          • road markings;

          • a sign placed near the area.
          • In some large cities, near socially significant facilities, parking lots are located, which are intended exclusively for drivers with disabilities. These parking areas are marked with special signs.

            It should be remembered that these privileges can only be used by those drivers who have the appropriate medical certificate.

            For trucks

            For trucks, the same stopping and parking rules apply as for cars. Automobile transport of this type must not stop and / or park at pedestrian crossings, in tunnels, at a bus stop, and so on.

            An exception is the left side of the road, which can be used by trucks to stop solely for loading and unloading operations in a short period of time.

            Penalties for breaking the rules

            How long can you stop if the stop sign is prohibited without breaking the rules? How much will you have to pay for these violations?

            Stopping and parking is one of the most important topics. Traffic rules disclose it in maximum detail. Well, this topic is very important, especially for future drivers, so it is worth discussing it.

            Rule number one

            It is worth starting right away with generally accepted positions. And the first step is to tell where stopping and parking is allowed. Traffic rules say: you can stop or park on the right side of the road, and only on the side of the road. If it is not there, then it is allowed to park the vehicle at the edge of the carriageway.

            What about the left side? Can't you stop there at all? It is possible, but only in those cities / villages / townships where there is only one lane for different directions. And if there are no tram tracks in the center. It is also permissible to stop on the left, if a one-way is organized on the road, this is done only by trucks of the type (which weigh more than 3500 kilograms). Is that for short-term loading or unloading.

            Nuances and exceptions

            So, above was described one provision concerning such a topic as stopping and parking. Traffic rules contain some explanations regarding this rule. So, it was said that a truck can stop on the left side of the road, but only in order to load the car, or vice versa, to unload it. This is possible, but only if the place is marked with a special sign. It is called the “Beginning of a settlement”. The sign looks like a plate with a white background on which, for example, “Krasnodar”, “Rostov-on-Don”, “Izhevsk”, etc. is written in black letters. But even then, stopping is not always allowed. On the left, you can stop only if the road is two-lane and traffic there, respectively, is two-way. You still cannot do this if the middle of the road is divided by one solid. In general, this must be taken into account and be careful.

            Rule number two

            The next provision, concerning such a topic as stopping and parking (SDA), states that the vehicle can be parked only in one row, and it must be parallel to the edge of the carriageway. There may be exceptions. And these are the situations when the driver is in the place, the configuration of which allows you to put the car in some other way. By the way, if a person wants to park a motorcycle, moped or bicycle, then you can do it in two rows. This is due, of course, to the distinctive dimensions.

            It is also possible to park your car at the very edge of the sidewalk, which borders directly on the carriageway. However, this is permissible for drivers of passenger cars and 2-wheeled vehicles. And in that place a special sign should be installed (numbered as 6.4 and necessarily “supported” by a sign 8.6.2 or another similar one). The plates show how exactly in this particular place the vehicle can be put without breaking the rule.

            It is also worth noting with attention one nuance that covers such a theme as parking and stopping. Traffic rules state that if the carriageway is separated from the sidewalk by a lawn, then it is strictly forbidden to put the vehicle there. There were such cases, because now it is already being discussed. You cannot park your car on such a sidewalk.

            Relaxation

            There is one more point that is important to mention. Rest - for this purpose, parking and stopping are also often provided. Traffic rules say that there are certain sites for this. This is true. If a person is tired and feels that he needs to warm up a little, or if a long rest is required at all, then you need to quickly find a sign that permits this. It usually looks like a sign showing a tree and a bench next to it.

            If there were no such signs along the way and are not expected, then you just need to leave the road and stop - this is also possible. The main principle is that the vehicle does not interfere with other road users.

            Prohibitions

            As you could already understand, stopping and parking vehicles is not allowed everywhere. It cannot be performed on or near them. Because in this way it will be possible to interfere with trams.

            It is also prohibited on and 50 meters away from them, as it is life-threatening. Overpasses, tunnels, overpasses and bridges are also places that are not subject to parking and short-term parking. Also, you cannot do this in the place where the road is too narrow. There must be at least three free meters between the vehicle and the edge of the carriageway.

            Intersections, minibus stops and crossings

            Pedestrian crossings are also not intended for stops. You can park, but no closer than 5 meters from it. Also, if there are any dangerous turns or convex fractures near the planned stopping place, then the car must not be parked there either. Crossing carriageways is also not intended for this. As well as bus stops. There must be at least 15 meters from the parking area to it. Otherwise, the car will interfere with buses and trolleybuses to pass to the stop. And, finally, the vehicle must not be parked where it simply obscures some important road sign or, worse, traffic. All this threatens with rather big fines. So it's better to know what traffic rules are prescribed. Stopping and parking rules are the most important topic.

            Punishment for parking where you don't need

            Now you need to tell in more detail about where you can't park. Stopping and parking of vehicles is strictly regulated. And if during the first time the driver is next to the vehicle, then in the second case he, as a rule, is absent. And, leaving the car parked in the wrong place, you can return and notice that the car is no longer there. He was not hijacked - just taken by a tow truck. Although now it is simply impossible to be unaware that this can happen. Since now, apart from the signs “parking” is prohibited, a sign “The tow truck is working” is put under it. It is impossible to confuse the image with anything else. Since there is a tow truck on it, taking away the car.

            All this is fraught with consequences for the motorist. Firstly, he will have to go after his car, which is clearly not included in his plans, pay a fine for his mistake, spend not extra time and not extra money. Therefore, it is better to be careful and spend ten minutes to find a “legal” parking place, and not to solve problems later.

            Where you can't park

            So, in continuation of the above-mentioned topic, it is worth telling where else it is forbidden to park traffic rules. The rules for stopping and parking read as follows: it is forbidden for a long period of time (which is 5 minutes or more for cars) to park the car outside the settlement on the carriageway, which is marked with the sign “Main road” (yellow rhombus in a white frame, 2.1). And closer than fifty meters from the rails.

            To make it clearer, you need to clarify - a parking lot is a deliberate stopping of the movement of his car by the driver. If he decided to park for five minutes, this is a stop. Parking takes longer. True, if the stop associated with the boarding of people (or their disembarkation) or, perhaps, the loading / unloading of things has been delayed, then there is nothing to worry about. Even if it lasts more than five minutes, you do not need to stop it - you need to finish it.

            And, of course, you cannot park where it is, in principle, not allowed. This will be discussed in more detail now.

            Markup

            So, a little was mentioned above about parking and stop signs. Traffic rules contain another important topic, and this is markup. There are special “lines” that prohibit parking of private cars. Well, it's worthwhile to figure it out and turn to traffic rules again.

            Stopping and parking is prohibited on those road sections that have yellow zigzag markings. Only taxis with the included taximeter and route means can park in these places.

            It is also impossible to cross a continuous parking lot - otherwise a fine of 500 rubles. Often, a duplicate road sign is applied to the parking space. Let's say the sign “A place for the disabled”. If a person ignores any rules and leaves his vehicle where it is not supposed to, he will be fined 5,000 rubles.

            Marking 1.4 (straight yellow line) is a “signal” that prohibits anyone from stopping at all. Intermittent, of the same color, does not allow the vehicle to be parked. That is, parking there is prohibited. If a person violates, then he faces a fine of one and a half thousand rubles.

            In general, as you can see, stopping and parking vehicles is prohibited by many markings and rules. Therefore, it is worth learning where you can and where you can’t. It won't hurt.

            Special situations

            It happens that a person driving has to urgently stop a vehicle. Circumstances compelled him. But if this happened, then he is obliged to take all measures as soon as possible in order to remove the car from the place where stopping and parking is prohibited. The action of the sign, if it is installed there, is not canceled by an emergency situation - you need to understand this. But anything can happen, because in order not to confuse other motorists, a person must immediately turn on the alarm and put a “triangle” (ie, an emergency stop sign). In residential areas, this must be done at a distance of 15 meters. Outside the city, you need to put it at least 30 meters away.

            What is forbidden to do

            Talking about such a topic as stopping and parking of vehicles (SDA), it is worth noting with attention what cannot be done. Rule 12.7 states that even while parking, you cannot open the doors of cars if this in any way interferes with other people involved in road traffic. And this applies not only to the driver. Passengers must also comply with this prescription. Otherwise, the entire responsibility will fall on the shoulders of the driver. Therefore, before leaving the car, the passenger must notify the driver about it. And only after permission to leave. This is especially true for taxi drivers and minibuses. Or rather, for the people who are in their salons. How many cases have happened when the driver has not stopped yet, but simply slowed down (due to the fact that there is a traffic jam, you need to let another motorist through, etc.), and the passenger is already trying to get out of the car. For this, a fine is also imposed, and on the one who is driving. It is not for nothing that minibuses refuse to tearfully pleading people “to slow down here”. Stopping and parking in settlements is allowed in specific places, so people do not need to get angry and shout - you just need to read the rules and be glad that the driver is accurate and vigilant.

            Rules of conduct while parking

            The last prescription (12.8) states that the driver must not leave the car without taking appropriate safety measures. That is, to put it differently, he must ensure the complete immobility of the car. Put on the handbrake, muffle, pick up the keys and lock the doors. It is advised to do this, even if the parking is short-term. Firstly, it is in the interests of the driver to do this (since in our modern age, stealing someone else's car is not a tricky business), and secondly, you can get a fine if you suddenly forget to put on the parking brake. The car will roll back and accidentally crash into a car that got in its way.

            In general, as you can see, there are many rules, but all of them are easy to remember if you make some effort for this. And you need to know them. Firstly, when passing a theoretical exam at the traffic police, it will come in handy, and secondly, in practice it will definitely help.

            Parking is a painful topic for residents of large cities, especially in the capital: Moscow, Kiev, St. Petersburg. In this article, we will try to figure out the parking rules so that one day you do not have a chance to see your car being taken away in a tow truck.

            It is allowed to leave the car for more than five minutes:

            • no closer than 5 meters from a zebra or an intersection;
            • 15 meters, but not closer, from the stops of route vehicles;
            • 50 meters from railway crossings.

            Also, in this section of the traffic rules, various road signs are listed, in the area of ​​\ u200b \ u200bwhich parking and stopping are allowed. So, in the conditions of urban tight streets, cars can be parked parallel to the sidewalk. Sometimes a sign 8.6.1-8.6.9 is posted under sign 6.4, it shows exactly how you can park a car in a given place - parallel or perpendicular to the curb, on the sidewalk, and so on.

            By default, - if there are no prohibition signs, solid, intermittent (zigzag) yellow markings, - park the car:

            • parallel to the edge of the carriageway;
            • on the right edge (if the road is one-way, then it is allowed on the left);
            • on the sidelines.
