If there is a need to ensure the parking of the car for a longer time, then it will already be a question of parking, respectively, it must already obey the rules prescribed in the traffic rules.

Why you need to follow the parking rules

If you carefully study the traffic rules, figure out where you can't park, and where you can stop without any problems, regardless of the total amount of time during which your car will be completely immobilized, then you will protect yourself from unpleasant communication with traffic inspectors and payment of unforeseen fines.

Where can I park

To find out the answer to your question regarding parking rules, you should carefully read Section 12 of the traffic rules. You can only stop on the right side of the carriageway near the side of the road. If you really want to show your "uniqueness" and stop on the left side by the side of the road, then in the traffic rules you will find such permission, but with some restrictions. Indeed, you can stop your car at the left side of the road, but only if the road has one lane and is one-way. And also tram rails should not be present on it.

In particular, a large blue square with a white English letter P indicates that vehicles are allowed to park in the area. Ban on stopping the vehicle

If you come across a sign on your way, which is a blue circle with a red frame and a red line diagonally, know that it forbids you to stop in this place. Sometimes this sign can have some additions. In the center there may be a white Roman numeral I or II. In the first case, the sign prohibits stopping on odd days of the month, and in the second case, on even ones.

It is forbidden to park on the sidewalk. Passenger cars are allowed in some cases, but under one important condition. If the vehicle stops on the sidewalk, but, in spite of this, there is at least one meter of free space for the unhindered movement of pedestrians, then such a stop is allowed, the driver of the car will not have any negative consequences. If the sidewalk is narrow, you should not park on it.


If you are driving a car on a main road outside the village, then we also do not recommend you to make a stop, since such actions are also prohibited by traffic rules. You cannot choose a parking space that is a short distance from a railway crossing. If there is a need to make a stop in this case, then stop 50 meters before the crossing or after driving 50 meters after it.

Of course, it is forbidden to stop at a tram stop or on the tracks, and it is also forbidden for a car to stand next to them, especially if the vehicle interferes with other vehicles to move safely.

If there is a public transport stop nearby, you should stop your transport at a distance of at least 15 meters from it. You should also drive off at least five meters from the pedestrian crossing, or do not reach it if you need to stop at this place.


Under the complete ban, as a result of which it is prohibited in any case to slow down and be at any time, places fall at an intersection, near a sharp turn or rise.

If you really need to know how many meters you need to drive from the intersection to be able to park, you need to read the traffic rules again. We are ready to inform you immediately so that you do not waste time searching. Drive at least five meters from the intersection before stopping your vehicle.

Of course, it is strictly forbidden to drive, and even more so to park in the oncoming lane, since such actions provoke an emergency. The ban also includes places located near road signs. By stopping vehicles near them, you unwittingly create an obstacle for the early detection of signs by other road users, thereby again provoking emergency situations.

If it is very important for you to park your car inside the yard space, there are also some additional requirements to consider. In particular, transport must not be stopped at a distance of less than 10 meters from the entrance to the entrance, store. And also the distance limitation applies to stopping near garbage containers. In this case, the distance from them to the vehicle must be at least 5 meters.

There are also other prohibitions regarding parking. In particular, the vehicle is not allowed to stay for more than five minutes with the engine running. Otherwise, residents living in this entrance have every right to call the appropriate services or record the fact that you have violated the parking rules in the yard. This will, of course, be followed by administrative responsibility and the imposition of fines on you.


If you drive a personal vehicle and you are interested in near your home and place of work, then in most cases such a problem will be solved by you for the very first time, on all subsequent days you will act along the path already beaten by you. Punishment for an administrative offense

Many drivers have already experienced the consequences of improper parking, when after that they had to enter into an unpleasant dialogue with road inspectors, and then pay the assigned fines. You should not blindly follow those drivers who often say convincingly such phrases: "I park where I want and how I want." Such actions cannot go unpunished indefinitely. Sooner or later, the driver will come to the attention of law enforcement officers and it will be impossible to avoid punishment. Penalties

Within the city limits, on the square, on the streets, you can find places where parking is allowed. Such drivers must necessarily have supporting documents with them. If not the driver is disabled, but the passenger, then the driver must have special permits. In the event that a car is found at such a privileged parking lot, the driver of which does not have such a privileged right, a fine may be imposed on him, the amount of which reaches 3-5 thousand rubles.

If for some reason you stopped at a railway crossing, you will have to pay a fine in the amount of one thousand rubles. In the event of a gross or repeated violation of this rule, the driver's license may be withdrawn for at least six months.

For non-observance of parking rules, the amount of the fine may differ depending on the locality, region, this administrative offense was committed. Interested in what sums you will have to say goodbye to, we draw your attention to the fact that the minimum fine will be equal to five hundred rubles for such an offense. If such a fact is recorded in the capital, five hundred rubles will not be enough, you will have to pay about two and a half thousand rubles.

The driver will be assigned to pay a fine of about one and a half thousand rubles, for a similar violation in the capital you will have to fork out twice as much.

The consequences will be much more deplorable if the driver not only chose a place that is prohibited from parking, but also by such actions the driver created obstacles for the safe movement of other road users, then the vehicle takes a tow truck and transports it to the penalty area. In this case, the driver will have to pay a fine for incorrect parking, calling a tow truck, keeping the vehicle in the penalty area. Some drivers are willing to argue that it was simply impossible to find a free parking space. However, such heated debate will lead nowhere. Prohibitory signs

Apart from the cases that I list below, there are separate signs. And this is where the confusion begins. Parking under the stop sign is prohibited? Certainly!

After all, before you park the car, you must stop. But the sign prohibiting parking does not mean at all that it is impossible to slow down in this place.

On a note! Let's not forget about even-odd days, when you cannot leave a car under a sign: one white stick - you cannot park a car on odd, two - on even.

The action of the signs begins from the place of their placement to the nearest intersection / settlement. The sign works only on the side of the road on which it is installed.

In addition, the end of the prohibition can be indicated by duplicate signs:

  • a short arrow indicating the number of meters during which the sign works;
  • long arrow;
  • or a special sign indicating the end of the zone of any restrictions.

    Tram rails

The rules say that you cannot stop if the car becomes an obstacle for others - cars, trains, etc.

This is clear. And if the railway line is abandoned?

Even if every day passing by you have never seen a train rushing along it, this does not mean that the rules are canceled - you still cannot stop on such tracks.

Another situation is also possible. Ahead - a traffic jam, behind - indignant drivers honking. The only way to move forward slightly is to get onto the railroad tracks.

You can't do that! You should wait until after the rails there is room for your car, and only then cross the tracks.

Tunnels, bridges, overpasses, overpasses

It is also impossible to stop at these structures if the road has one or two lanes for traffic (on wider ones, it is permissible). Not sure if you know what is the difference between an overpass and a bridge?

Narrow road with and without markings

It is prohibited to stop in the zone of action of the "Pedestrian crossing" sign:

  • directly on the "zebra";

Zero visibility

You cannot stop in the middle of the carriageway if:

  • saw signs 1-11-1 or 1-11-2, which warn of a dangerous turn;
  • leaving the lowland;
  • the road is visible for less than a hundred meters.

On a note! A short respite on the sidelines in such conditions will not be a crime.

Crossroads / adjacent areas

It is absolutely impossible to stop at the crossroads. Moreover, parking closer than 5 meters to them is also prohibited.

An exception is the shoulder opposite the side passage of a 3-way intersection with a solid line.

Do yard exits fall under this rule? No. But in order not to become a hindrance to those who rush to go home for lunch or return tired from work, it is better to park the car also 5 meters before the turn.

City transport stop

It is allowed to brake 15 meters before the special markings that outline the boundaries of the stop.

We are talking not only about trolleybuses, buses and minibuses, but also about taxis. If there are no markings, then the footage is measured from the corresponding sign.

An exception is a short stop so that passengers can get out or get into the car, provided that there will be no inconvenience for drivers and pedestrians.

Important! 15 meters are measured not only by traffic, therefore, it is prohibited to park on the narrow road on the other side of the stop.

Is it possible to leave the car at a certain distance from the railway crossing? Closer than 50 km - it is impossible, in other cases the permissible distance is set by the sign:

  • 50 meters - signs 1-1, 1-2, 1-4-3, 1-4-6;
  • from 50 to 100 meters - 1-1, 1-2, 1-4-2, 1-4-5;
  • more than 100 meters - 1-1, 1-2, 1-4.1, 1-4-4.

Violators - a fine!

Violating the rules of stopping-parking, you can get both a warning and a serious fine of 5 thousand rubles. (for parking on the site for cars of people with disabilities). Sums in other cases for example:

  • stopped at a pedestrian crossing or stop markings - pay a thousand;
  • drove out and stood on the railway tracks - one and a half;
  • stood in the middle of the carriageway - two.

One should start by defining what this "courtyard territory" is. Immediately, we note that the Rules of the Road give an undesirable clear concept. At the same time, section 17, dedicated to traffic in residential areas, applies to courtyard areas, which is directly stated in paragraph 17.4:

  • "The requirements of this section also apply to courtyard areas."

Therefore, it remains only to be content with the general legal definition of a courtyard territory as a space bounded by buildings along the perimeter, inside which, as a rule, playgrounds, places for recreation, green spaces, local thoroughfares to houses, schools, kindergartens, etc. are located. But there is one a significant difference - it is not indicated by signs 5.21 (residential area) and 5.22 (end of the residential area), and therefore the driver needs to be careful and understand that otherwise all the rules of movement and parking of vehicles in the residential area apply here.

So clause 17.2 of the SDA clearly says:

  • "In the residential area, through traffic, training driving, parking with a running engine, as well as parking of trucks with a permissible maximum weight of more than 3.5 tons outside of specially designated and marked with signs and (or) markings are prohibited."

That is, the main and most frequent violation on this point is truck parking and parking with a running engine. The latter is especially true during the cold period for those who like to “warm up the engine”, polluting the environment and interfering with the sleep of the residents of adjacent houses.

It is worth paying attention to a few more important points regarding parking, which are relevant in courtyards. Clause 1.2 of the SDA defines a stop and a parking lot, which is very important because clause 17.2 speaks specifically about parking:

  • "" Stop "- a deliberate stopping of the movement of a vehicle for a period of up to 5 minutes, as well as for more, if it is necessary for boarding or disembarking passengers or loading or unloading a vehicle.
    "Parking" - a deliberate stopping of the movement of a vehicle for more than 5 minutes for reasons not related to the embarkation or disembarkation of passengers or loading or unloading of the vehicle. "

The Code of Administrative Offenses of the Russian Federation has established additional parking bans, which also apply to courtyards. However, part 8 of Art. 20 .4 of the Administrative Code establishes a verticality for violation of fire safety rules. But the matter may not be limited to this. It must be admitted that the traffic police patrol the courtyards not so often, especially in small towns, but if something happened, the dangerous situation would be more serious. For example, in the event of a fire and the inability of a company car to pass through to a fire, a negligent motorist can apply Part 8 of Art. 20.4 Administrative Code:

  • “Violation of fire safety requirements on the provision of passages, driveways and entrances to buildings, structures and structures - shall entail the imposition of an administrative fine on citizens in the amount of from one thousand five hundred to two thousand rubles; for officials - from seven thousand to ten thousand rubles; for legal entities - from one hundred and twenty thousand to one hundred and fifty thousand rubles. "

But this is possible only if the fire inspection records the violation, it will easily impose a fine of up to 2,000 rubles.

The yards are often equipped with green spaces, including lawns. Traffic rules or Code of Administrative Offenses do not contain a definition of a lawn or a fine for parking on it. These issues are decided by local authorities, determining the amount of the fine for such violations. In most cities, this amount is fixed, so in St. Petersburg an ordinary car owner will pay from 3000 to 5000 fine. In other regions, such as in Samara, they will be forced to pay for the damage to the plantation. In any case, you shouldn't do that.

Another aspect of the problem is through traffic through the residential area. Officially, it is prohibited by clause 17.2 of the SDA. But few of the drivers have ever tried to drive around the "traffic jam" through the nearest courtyard. The rules prohibit only through passage, and the movement itself at a speed of 20 km per hour is allowed in Section 10.2 of the SDA:

  • "In settlements, vehicles are allowed to move at a speed of no more than 60 km / h, and in residential areas and in courtyards, no more than 20 km / h."

In addition, violators are often sure that if they are not caught by a traffic police officer, they will certainly go unpunished, but Part 4 of Art. 28.1 Administrative Code:

The law that each tenant of a high-rise building will be allocated a place for a car has not yet been adopted.   • sanitary inspection;
  • ecological service.

In 2017, developers must be sure to comply with sanitary standards during the design of residential areas. If you are just thinking about buying an apartment, consider only offers with large parking pockets and underground parking for cars. What does the traffic rules say about parking on the territory near a residential building

Parking on lawns deserves a separate discussion. Consent to the barrier must be given by 2/3 of all owners. The money for the installation and maintenance of this equipment is collected from all apartments in the building in equal shares.

What do the deputies want to introduce

The new law was developed by the party of Sergei Mironov - "Fair Russia". So far, the project cannot yet be called finalized, since the mechanisms of its action for houses that were built earlier and did not have a vast territory around are not clear. That is why the new law is being finalized.

The MPs' proposal is as follows:

  1. The allocation of parking spaces should be related to the area of ​​the apartment. If you have a standard one-room apartment - 33 square meters, then one place will be allocated on the adjacent territory. If the area of ​​the apartment exceeds 50 meters, then there will be two parking spaces for families.
  2. When designing, it is necessary to provide 40 places for guests if a thousand people live in a high-rise building. If the number of tenants is supposed to be equal to two thousand, then there should be 80 guest places.

This law is not perfect, since in Russia large families with several cars can live in small-sized housing. According to the new standards, they will be forced to leave "extra" cars in other territories. While some of the places assigned to tenants of spacious apartments may be empty. This situation is fraught with conflicts between residents of high-rise buildings. At the same time, finding a peaceful solution is easy if you learn to negotiate with your neighbors.

In addition, the deputies proposed a law according to which new rules will be in force at the places of paid parking for residents of nearby houses. In particular, at night they become free and everyone can use them, including residents of nearby houses. The regional authorities will presumably regulate the implementation of the law, and to control them, they will have to create a special register, which takes into account all the parking spaces of the city, including those located in the local area.
