Parking is a painful topic for residents of large cities, especially in the capital: Moscow, Kiev, St. Petersburg. In this article, we will try to figure out the parking rules so that one day you do not have a chance to see your car being taken away in a tow truck.

It is allowed to leave the car for more than five minutes:

By default, - if there are no prohibition signs, solid, intermittent (zigzag) yellow markings, - park the car:

  • parallel to the edge of the carriageway;
  • on the right edge (if the road is one-way, then it is allowed on the left);
  • on the sidelines.

Stop on the sidelines for long stay, especially in the dark, is prohibited.

Where is the car not allowed to park?

Paragraph 12.4 of the SDA is fully devoted to this problem. The most basic rule is to park, and indeed to stop, you do not need to where it will create obstacles for other drivers of pedestrians, trams and trolley buses.

Let's list the main places:

  • tram tracks, railway crossings, overpasses, tunnels, bridges - in a word, all those engineering structures where there is active traffic, or car routes intersect with the routes of other types of transport;
  • on those intervals of the road where the distance from the edge of the sidewalk (shoulder) to the dividing line is less than three meters;
  • on and before crossings, intersections;
  • on the intervals of the track with limited (less than 100 m) visibility, in front of or behind dangerous turns;
  • in the stop area of ​​minibuses, trams, etc.

Please note that all of the above is true for both stops and parking.

You also need to pay attention to various road signs: parking / stopping is prohibited (for example, on even / odd days). You cannot park your car in places designated for disabled people or marked with special signs.

Among other things, you need to avoid parking where your car will block the view of drivers of other vehicles.

About parking in the yards

There are special rules that we discussed earlier.

Let's recall them again:

  • the distance from the parked car to the building wall is at least ten meters;
  • it is forbidden to park on lawns, playgrounds;
  • if the parking zone is designed for up to 50 vehicles, it can be open, but if more than 50, it must be separated by a fence;
  • can't be left trucks weighing more than three and a half tons.

It must be remembered that on adjoining territories- in the courtyards of residential buildings, - the priority belongs to pedestrians.

Parking fines not according to the rules

To delve into this topic, you need to open the Administrative Code, there we will find all the information we are interested in:

  • parking at a railway crossing - 1000 rubles or confiscation of a VU for 3-6 months. (12.10);
  • failure to comply with the requirements of signs or markings - 1,500 (3,000 rubles for Moscow and St. Petersburg), it is also provided for sending to the penalty area (12.16 h.4-5);
  • occupied a parking space for vehicles belonging to people with disabilities - 3,000-5,000 (12.19 h.2);
  • violation of stopping and parking rules - 500 rubles (in Moscow and St. Petersburg - 2,500) (12.19 h. 1 and 12.19 h. 5).

Further, in the sections of Article 12.19 of the Administrative Code, violations of parking and stopping are considered - at crossings, intersections, places of arrival of route transport. Please note that for capital cities the fine is 3,000, and for regions it is 1,000-1,500.

If you not only parked not according to the rules, but also created problems for other participants in the DD, then you will not get off with one fine - evacuation is provided for by law with all the ensuing consequences: payment for a tow truck, penalty areas, plus a fine.

Particularly noteworthy are fines for parking on lawns and residential areas... Each region has its own monetary penalty. In addition, there are various services through which citizens can complain about violating drivers. So try not to leave your car where it will interfere with others.

It is also worth noting that most courtyards are not suitable for such a large amount of vehicles, so it makes sense to take care of paid parking, from which your car will definitely not be stolen.

Need for temporary parking... There is such a need in cities and highways Oh. It is especially large in administrative centers, the area of ​​trade, cultural and educational institutions, as well as near transport hubs and large residential buildings. On highways, there is a need for temporary parking, regardless of the location of the listed objects of gravity, but associated with the need for drivers to rest, inspect vehicles, etc.

Classification of temporary sites... Temporary parking in cities is divided into street parking, that is, when parking is allowed directly on the carriageway, and off-street, that is, remote from the carriageway. Street parking is sometimes also called near-sidewalk, since according to the Traffic Regulations, standing cars should generally be located directly near the curb of the sidewalk (in certain cases, it is allowed to place cars on the edge of the sidewalk). The way cars are parked can be determined by marking lines and additional plates 7.6.1–7.6.9 to sign 5.15.

Off-street parking can be arranged in open areas, on the roofs of buildings, in special parking garages of one- or multi-storey type. Aboveground and underground parking garages are being built. Multi-storey parking garages, depending on the way cars are moved in them, are divided into ramp and mechanized ones. In ramp garages, cars move under their own power, and in mechanized ones - with the help of special elevators or conveyors. The need for multi-storey parking garages arises, first of all, in those places where it is impossible to allocate sufficient space for the arrangement of a parking lot, which is typical for the central business districts of large cities.

Foreign data show that in large cities with high level motorization the overwhelming number of temporary parking spaces is provided by off-street parking. All temporary parking can be paid or free. Charging, usually based on the length of time a car is parked, not only recovers construction and maintenance costs, but experience has shown that it enables owners to use the parking more efficiently. In this regard, in the most confined central quarters of many foreign cities, parking lots have become widespread, where each place is equipped with a special parking meter for individual or collective use.

Temporary parking near highways is usually organized in open areas, since under these conditions there is usually no need to place a large number of cars in one place. At the same time, it is important to ensure sufficient frequency of parking spaces.


According to the mode of operation, parking lots are subdivided: 1 - with unlimited working time; 2 - limiting the duration of the car's stay; 3 - with limited (within a day) working time. Parking lots of the 2nd type are used in areas heavily loaded with traffic and confined conditions, which makes it possible, with a limited number of places, to serve a larger number of car owners. A typical example is the introduction in a number of Western countries of the so-called "blue zone" for street parking in a certain part of the city. The duration of stay in the parking lot in this zone should not exceed 1.5 hours. This practically excludes the possibility of using street parking in these zones by persons arriving to work, that is, it excludes labor trips that cause the longest stay of cars in temporary parking lots. To control the duration of parking in areas with limited time spent on the car, a cardboard dial with movable hands is installed, on which the owner must indicate the time of arrival.

Parking mode of the 3rd type is introduced on separate streets, the throughput of which at peak times, if parked cars insufficient. It can also be introduced at certain hours in connection with the need to perform special loading and unloading operations, cleaning the streets or the parking areas themselves. The same regime can be applied to off-street parking lots (for example, located near administrative and cultural centers) in order to prevent them from becoming a permanent storage site. personal cars... Determining the size of parking lots... When determining the required parking area, one should proceed from the level of motorization in the region of the prevailing type of cars for which it is calculated, the capacity of the serviced attraction object and the expected average duration of stay of cars in the parking lot during the period of intense demand. The area of ​​one place is usually taken 20-25 m 2 for passenger cars and 40–85 m 2 for trucks and buses.

The length of stay of cars depends primarily on the nature of the object served and the purpose of the trip. The following typical purposes of travel can be named: to work (study); service and business (in work time); cultural and household, excursion and tourist, etc. The smallest duration of a one-time parking is observed during business trips and visiting trade and household enterprises. The duration of the stay of the car in such parking lots does not exceed 1 - 1.5 hours. The time spent in the parking lot at the entertainment enterprises is determined by the duration of the performance. The longest time a car is parked when commuting to work is determined by the length of the working day. Studies show that the length of time a car stays in almost all types of parking lots is significantly influenced by the size of a city. In the largest cities, in comparison with small cities, the parking time is approximately doubled.

SNiP 2.07.01–89 * contains standards that are intended for urban planning and can be used to justify operational measures for the organization of temporary parking. The norms are designed for the level of motorization up to 250 vehicles / 1000 people, and at higher values ​​they should be increased.

Separate areas or sidewalk areas should be allocated for taxi cars in places where there are reserves of capacity.

Each car owner in the process of management vehicle must adhere to established by law rules. When studying at a driving school, all the necessary nuances are presented in the form of theoretical and practical lessons. But situations often arise when the driver does not know or does not understand what is the difference between parking and parking. It can be carried out anywhere: at a shopping center, health care institutions, supermarkets, etc. But the car should not remain idle. Usually this concept is more often applied to public transport... But an ordinary vehicle can also park near the desired place for picking up / dropping off passengers or loading / unloading goods. The parking lot, on the other hand, implies the possibility of parking the car for a long time. For this purpose, there are specialized places near socially significant points. In this case, payment is not required, but there will be no security for the car.
  2. Another option for parking and parking is a paid security zone. In the first case, the motorist must pay a fee to the security company for a certain period, but responsibility for the car remains with the driver (including for personal belongings in the cabin). In the parking lot, different rules apply: for a fee, the responsibility for the safety of the car is shifted to the guard of this territory. That is, if the car is damaged or stolen, the employee will be responsible for this. But such cases are extremely rare, since the zone is usually closed, and you can get into it only through the checkpoint.
  3. Another important point is that the driver has the right to park only in the designated areas. Violation of this order means the imposition of a penalty. A short stop can be made almost anywhere: if the motorist is in the passenger compartment and the engine is not turned off.

The order of stopping and parking

The rules for parking and parking (and how they differ) are fixed in Chapter 12 of the SDA. According to of this document, it is allowed to park the vehicle in the following areas:

  1. You can stop or leave the car for a long time on right side roadway on the side of the road.

  3. In some cases, stipulated by the current legislation, the driver has the right to park or park the car on the sidewalk.

At the left side of the road, it is possible to stop only on the territory settlement in the following cases:

  1. On roads with two lanes (one in each direction), but tram tracks in the middle should be absent (there is no prohibition if they are placed on the right or left).
  2. In areas where it operates One Way... In such a situation, the availability of tram lines does not matter. But here a permit was introduced for trucks: they can stop on the left side of the road to load or load cargo. At the same time, the time is limited to 5 minutes.

It is allowed to park cars in one row parallel to the edge of the carriageway, as close to it as possible. That is, it is important that the driver is able to perform the "parallel parking" maneuver. If the car is parked at an angle to the road, a fine may be imposed on it.

Note: Two-wheeled vehicles without a side trailer are allowed to be parked in two rows.
