Stopping a vehicle is a maneuver that will take no more than five minutes in order to load and unload any items and (or) disembark and disembark passengers.

Parking or parking is a longer-term maneuver, over five minutes, and is intended for purposes other than stopping.

In order for any chauffeur to understand whether it is allowed to stop or park his car in this particular place, you need to do two things:

  • clearly define the purpose and time of your planned maneuver;
  • assess the presence of prohibiting road signs 3.28, 3.27, markings on this section of the road, as well as generally assess the location of your car relative to those places where parking and stopping is prohibited general rules road traffic... At the same time, you need to remember the permissible distances between a standing car and a pedestrian zebra crossing, public transport stops, railway crossings, turns and intersections, the edge of the carriageway.

Rules for parking and stopping vehicles: remember that the most correct stop will be at the places marked with the "P" sign - parking:

If you plan to park your car outside the parking sign, you can do so on the side of the right side of the road. And in the event that there is simply no curb, then you can leave your car on the roadway, placing it as close to the edge as possible. Motor vehicles on four wheels can fit only in one row, and on two wheels - in one or two rows parallel to the edge of the carriageway.

Within settlements, on roads with one lane in one direction (no tram tracks in the middle) and one-way roads, you can stop on the left side of the road. And outside settlements, you can make a long stop (parking) only outside the road, and best of all in special guarded parking lots (so as not to become a victim of robbers).

Road signs "Stopping prohibited" and "Parking prohibited"

The very first acquaintance with road signs for each driver begins at a driving school. And the largest amount of time is devoted to prohibiting signs. This is partly due to human psychology: he needs to know exactly what is forbidden, so that as few variations as possible arise on the theme: what is not forbidden is allowed!

It should be noted that there are only 4 signs that prohibit parking and stopping, according to traffic rules:

  • 27, which prohibits stopping and parking (parking) cars;
  • 28, which prohibits only parking (parking) of cars;
  • 29, prohibiting parking (parking) of cars on odd days of the month;
  • 30, prohibiting parking (parking) of cars on even days of the month;

Appearance of signs

The appearance of all prohibition signs is united by a round shape with a red rim. However, for signs prohibiting stopping and parking, not a white background is used, as for everyone else, but a bright blue (to attract attention).

The “STOP PROHIBITED” sign is indicated by two crossed red stripes on a blue background. Such appearance was designed to associate a prohibition that a person can show with his hands by crossing them and holding them in front of him. From a psychological point of view, this gesture means a prohibition, categorization, danger.

The NO PARKING sign is a circle with one red stripe on a blue background. This presentation of information warns of a part of the prohibition. It prohibits only a long parking maneuver. This sign is not as categorical as the previous one.

The sign "PARKING FORBIDDEN ON ODD NUMBERS OF THE MONTH" looks like the sign "PARKING FORBIDDEN", ​​supplemented by the Roman numeral "I", which means odd days of the month.

The sign "PARKING IS FORBIDDEN BY EVEN NUMBERS OF THE MONTH" is made in the same way, but supplemented by the Roman two "II", which means even days of any month.

Rules for the use of signs

Sign 3.27 "STOP IS FORBIDDEN" does not allow all vehicles, except for route vehicles, to stop on this section of the road, even for such a short time interval as 5 minutes. Accordingly, if you cannot stop, then you cannot park the car for a longer time. Therefore, this sign prohibits stopping and parking. This sign is valid only on the side of the road where it is installed. It can be duplicated by a yellow solid line of the marking.

Sign 3.28 "PARKING FORBIDDEN" prohibits vehicles from parking (parking), but at the same time does not prohibit a short stop of the vehicle for the purpose of unloading, loading, disembarking and disembarking passengers (up to 5 minutes). This sign is valid only on the side of the road where it is installed. It can be duplicated by a yellow dashed line marking applied to the curb or the edge of the carriageway. As an exception, postal machines, cars driven by disabled people (1-2 gr.) Or transporting disabled people, including minors, as well as a licensed taxi with a taximeter turned on, can park within the validity of this sign.

Sign 3.29 “PARKING FORBIDDEN ON ODD NUMBERS OF THE MONTH” and sign 3.30 “PARKING FORBIDDEN ON ODD NUMBERS OF THE MONTH” indicate that parking is prohibited on odd and even days of the month, respectively. However, it does not prohibit making short stops, no more than five minutes. These signs are valid only on the side of the road where they are installed. Exceptions when parking within the validity of these signs can be cars of the Russian Post, (1-2 gr.), Which can operate them independently or intended for their transportation, including disabled children, as well as taxi cars with a taximeter turned on.

If these two signs are installed at the same time, it means that on both sides of the road it is possible to stop (park) all vehicles from 19-00 to 21-00. And from 21-00 the sign of another day (even or odd) begins to operate.

Signs with additional plates

All four road signs that regulate the fulfillment of parking and stopping requirements can be installed in conjunction with signs 8.2.3 and 8.2.4. If you see sign 8.2.4 in conjunction with one of the prohibition signs regulating stopping and parking, be aware that you and your vehicle are within its coverage area. And plate 8.2.3 indicates that the end of the prohibition zone has come.

In addition, the signs "PARKING FORBIDDEN" and "STOPPING FORBIDDEN" can stand on certain sections of the road together with signs 8.4.1 - 8.4.8, which indicate the type of transport that falls under the influence of these signs.

The black and white drawings clearly show that we are talking about a specific type of vehicle:

  • 4.1: trucks mobiles with or without a trailer, weighing more than 3.5 tons;
  • 4.2: trucks and tractors with trailers and semi-trailers, and all vehicles involved in the towing process;
  • 4.3: all vehicles of category "B", that is, cars and trucks weighing up to 3.5 tons;
  • 4.4: route vehicles only;
  • 4.5: agricultural, road machinery and tractors;
  • 4.6: scooters (speed up to 50 km / h or engine capacity up to 50 cm3), tricycles, quads, motorcycles with and without a side trailer;
  • 4.7: all types of bicycles, including hybrid bicycles;
  • 4.8: all vehicles with informative signs "Dangerous goods".

Sign 3.27 "STOPPING FORBIDDEN", ​​the only one of the four above signs, can be installed with sign 8.18 (it is called "Except for the disabled"), which says that cars for disabled people can stop (park) in the area of ​​the sign. We are talking about vehicles that can be driven by a disabled person himself, or intended for the transport of persons with disabilities, including minors.


Area of ​​validity of signs

In the rules of traffic rules there is such a concept as the zone of action of signs. Unless otherwise specified, prohibitory signs 3.27-3.30 extend to the nearest intersection in the direction of travel.

By other it is necessary to understand:

  • signs that inform about the beginning of settlements (5.23.1, 5.23.2, 5.25);
  • signs that inform about the end of settlements (5.24.1, 5.24.2, 5.26);
  • sign 3.31 "End of all restrictions";
  • sign 8.2.2 "Coverage area". This sign is used exclusively with our 3.27-3.30 signs in order to reduce their coverage.

The difference between parking and stopping a car

"What is the difference between a parking lot and a stop?" - the drivers are interested.

The difference between parking and stopping lies in two essential points:

  1. During the maneuver:
  • if you are going to stop the car for a short time up to 5 minutes, then this is a stop;
  • any actions for a time exceeding 5 minutes will be considered parking (parking).
  1. For the purpose of the maneuver:
  • if the purpose of stopping your vehicle is unloading and loading of any things, objects, objects and (or) getting into the car or disembarking passengers from it, then this is a stop;
  • if your actions after stopping the engine of a car differ from loading-unloading, disembarking-landing, then this is a parking lot (parking).

For a clear definition of the concept of "Stop", both points must coincide, both the goal and the time. Everything else is treated as a parking lot. That is, if you stopped for up to 5 minutes, but sit in the car (do not load things and you do not have passengers entering (leaving) the car or out of it), then you are in the parking lot. If you are engaged in unloading and loading operations or picking up and disembarking people for more than 5 minutes, this is also a parking lot.

Where is parking prohibited by traffic rules?

Parking is strictly prohibited in places that are specially designed for vehicles of persons who have received the status of a disabled person for health reasons (group 1-2, disabled minors), both for independent movement and for their transportation (transportation).

And the rest of the prohibitions on parking cars apply equally to parking and stopping. Since PARKING (PARKING) IS FORBIDDEN WHERE STOPPING IS FORBIDDEN. Indeed, if it is forbidden to stop even for a very short period (5 minutes), then all the more it is impossible to stop the car for a longer time.

Namely:

  • you must not leave the car in the lane that is intended for cyclists;
  • it is forbidden to stop and park the car on the pedestrian zebra crossing and closer than 5 m on both sides of it;
  • it is prohibited to park on tram lines and nearby (this may interfere with their following);
  • at railway crossings and closer than 50 m from them;
  • on bridges, overpasses, tunnels, overpasses that have less than 3 lanes in one direction and under them;
  • at official stops of public and route transport, taxi stands, marked with special signs and closer than 15 meters on both sides of them;
  • you must not park your car at intersections (except for T-shaped intersections) and 5 meters from the edge of the intersected roadway;
  • it is impossible to park the car in such a way that the visibility of traffic lights, road signs is blocked, thereby interfering with the passage (arrival, departure) of other vehicles and the passage of pedestrians;
  • do not park in places where standing car will not be visible on the road from a distance of less than 100 meters (sharp turns of the road, specific features of the landscape);
  • if a standing car is parked in such a way that less than 3 m remains between it and the continuous (dividing) lane, then it is impossible to stop.

Where is it prohibited to stop according to traffic rules?

The main points of stopping prohibitions are described in the previous paragraph, according to the rule: "If stopping is prohibited, then parking is also prohibited."

Road markings prohibiting parking or stopping

Sign 3.27 can be duplicated by road markings: a solid yellow line drawn on the edge of the carriageway.

Sign 3.28 can be duplicated by road markings: a dashed yellow line drawn on the curb or edge of the carriageway.

Driver's responsibility for violation of parking and stopping rules

Violations of the parking and stopping rules, in accordance with the requirements of signs 3.27-3.30, are punishable by a fine of 500 rubles.

However, in addition to this, there are other penalties for the following parking violations, namely:

  • warming up the car in winter time years under the windows of a residential apartment building for more than 5 minutes, as well as parking a car with a running engine within a residential area, are punishable by a fine of 1.5 to 3 tr. (depends on city laws);
  • a parked truck of category "C" near a residential building (in a parking pocket) can bring its owner a fine from 1.5 to 3 thousand rubles. (depends on city laws). "Large trucks" can be parked only at special parking lots;
  • left your car near a residential building, next to garbage containers (closer than 5 m from them)? You can earn a fine from 2 to 5 thousand rubles;
  • parking on lawns is a serious offense. A fine for private car owners up to 5 thousand rubles, for officials in the capital and St. Petersburg from 30 to 50 thousand rubles, and organizations from 150 to 500 thousand rubles;
  • have you arbitrarily equipped your own parking space in your own backyard? This is fraught with a monetary fine of 5 tr. and an order to dismantle the structure from the city authorities;
  • parking in yards and on roads with access to the sidewalk (curb) can cost 1 tr, and the offending car can be evacuated;
  • parking on places for people with disabilities (disabled people) is punishable by a fine of 5 thousand rubles;
  • parking a car in violation of traffic rules within stops, on a zebra crossing, on highways or railway crossings, is punishable by 1 tr. for one violation;
  • parking on tram tracks and in tunnels, on bridges, overpasses and under them, and in the case of parking beyond the first row, as well as at the edge of the road (in such a way that a section of the road remains less than 3 m and thereby interferes with the movement of other road users traffic) will cost violators 2 tr.

Conclusion

And it does not matter whether an experienced driver or just a beginner, urban or rural, every single one of them is faced with the rules of stopping and parking on a daily basis. Compliance with these rules guarantees the absence of fines from the traffic police and the relative safety of your car. If it is properly parked, then the chances of finding a loss, due to evacuation or illegal actions of angry third parties, are reduced to zero.

Lawyers advise replacing in colloquial speech the word "parking" with the word "parking", after which there will be much less confusion between parking and a stop, due to the lack of consonance.

Traffic rules (hereinafter - SDA) clearly describe where the zone of action of the sign "Stopping is prohibited" begins and ends, in which case the motorist can be fined and even evacuated the car. In order not to get into an unpleasant situation, you should figure out how the pointer under number 3.27 "Stopping is prohibited" in 2019, as well as what to do if there is an additional sign next to it, or a time restriction.

Ordinary people often do not make a distinction between these two designations, although there is one. The prohibiting indicator 3.27 is made in the form of a blue circle, bordered by a red frame, crossed out by two crosswise stripes. This means that stopping in the area of ​​this sign is prohibited.

Pointer 3.28 "No parking" is similar to the previous one: a blue circle is crossed diagonally by one line. It prohibits parking for an extended period of time.

According to traffic rules, parking means leaving a car parked for a period of time exceeding 5 minutes. Is it possible for the driver to drop off the passenger at the No Stopping Sign? No. But if the driver needs to disembark a passenger, he can do so in the coverage area of ​​the blue circle at number 3.28, and this will not be a violation. Also, the car can stop to seat a passenger, unload or load cargo.

Where is the "No parking" sign installed?

Long-term parking is prohibited on the following sections of the road:

  • where a parked car can obstruct the passage of other cars;
  • in places where a car standing on the side of the road reduces traffic safety in this area;
  • in areas where a parked car can provoke traffic violations by other road users.

How to determine the area of ​​the ban?

The zone where the "circle" 3.27 is in effect is determined by the Appendix and GOST. The territory along the road in which the prohibition is in force is limited by the intersection in the direction of travel closest to the place where the prohibiting symbol is installed, or by the border of the settlement (both at the entrance and at the exit). Also, the sign "Stopping is prohibited" can be terminated by a sign next to it indicating the direction of its action and the length of the road along which it is prohibited to stop and park. If there is a cancellation sign further in the direction of travel, it should be considered that the area of ​​the pointer has ended.

How does the prohibition work in conjunction with the signs?

Depending on which sign is under the sign "Stopping is prohibited", which sign follows it further in the direction of movement, the area of ​​its action may change:


  • if after 3.27 there is the same blue circle, but with a plate numbered 8.2.3 (arrow down), then the prohibition is valid up to this indicator;
  • if the “No parking” sign is installed together with the plate number 8.2.2 (arrow up), and the distance is marked next to the arrow on the plate, then the zone where the prescription must be observed will be extended to this distance. You can measure it by eye or by the navigator, but, as a rule, after the specified number of meters, the same road sign appears with a plate numbered 8.2.3 (see information above);
  • if the graphic designation “stopping and parking is prohibited” is adjacent to plate 8.2.4, on which the arrow points both up and down, then its effect extends to the road, both after the installation site and before it. Often such a prohibition is placed where it is impossible to stop on a large section of the track. This reminds the driver that the ban is still valid.

Also, the prohibition can be supplemented with a sign showing one of the categories of vehicles. For example, if a truck is depicted next to a blue circle, this means that it is cargo transport that is prohibited from getting into the parking lot.


Limiting the period of validity of the prohibition by time

Signs 3.27 and 3.28 may not be valid all the time, but only on certain days or hours. For example, a blue circle prohibiting parking, which shows a white Roman numeral "1", crossed out with a line, means that parking is prohibited only on odd days of the month (3.29). And the crossed-out two sticks on a blue background (3.30), on the contrary, indicate that you cannot park on even days.


Parking or stopping is also prohibited during the day or at night. As a rule, the restriction is in effect during the day, but at night you can ignore the sign. This is evidenced by a plate under it, indicating the time interval during which the ban is valid. So, if the sign says "8: 00-20: 00" under the circle, this means that you cannot leave a car here from eight in the morning until eight in the evening.

"No stop" in combination with markings

The sign can be combined not only with supplementary signs, but also with road markings. For example. With line 1.4, a solid yellow line, analogous to a single solid line, with the only difference that it is located not in the center of the road, but at the side of the road.

If after the sign numbered 3.27 there is a solid yellow stripe on the side of the road, then the sign will be valid until its end.

"Stopping prohibited" in combination with other signs

To inform the driver about the termination of the prohibition, they use not only the sign "Stopping prohibited" with an arrow pointing down, but also a sign informing that all restrictions have been lifted (3.31).


If there are no other signs and plates

If there is no sign or road markings next to the sign, then the prescription applies until the first intersection with another street and road. Of course, exits to courtyards and paths do not count. In order not to doubt whether the intersection has canceled the sign, or whether it is still impossible to stop, it is worth referring to the traffic rules, where the moment is clearly spelled out.

The text of the Appendix says that the action of the stop prohibition sign cannot be canceled:

  • exits from adjacent territories;
  • intersections with roads leading to fields or forests;
  • any intersections with secondary roads that do not have a primary road sign in front of them.

The effect of the ban is canceled when the motorist leaves the city or other settlement where the ban is established, or enters the settlement after having passed the prohibition sign. If both an intersection and a settlement meet on the way, then the action of the ban cancels what the driver reaches earlier.

How to understand that a settlement has begun or ended

The fact that the village or city is already behind is evidenced not by the impression of the driver, but by the road signs. Even if the last houses have already disappeared over the horizon, this does not mean that you can leave your car here. Likewise, the driver should not be embarrassed by shopping centers and pedestrians if he has passed a sign informing that he has left the village.

The beginning of a settlement is indicated by a road sign with its name on a rectangle white... There may be silhouettes of houses next to the name. Exit from the settlement is indicated in the same way, only its name will be crossed out.

Important: you should carefully follow the signs on the road. Often, immediately after leaving the village or city, there is another road sign "No parking" and, despite the cancellation of the previous one, it will still not be possible to park.

What if the prohibition zone extends beyond the intersection?

It is clear what to do if there is an intersection ahead, and there are no signs or other signs next to the sign "Stopping prohibited". It is also clear how to proceed if the pointer is available. But what to do in a situation when there is an intersection ahead with a "main road" sign, but the arrow next to the stop prohibition makes it clear that its area of ​​action extends beyond the intersection.

Traffic rules do not give any clear instructions regarding this situation. The answer to the question can be found in the text of GOST, paragraph 5.9. The area of ​​the prohibition, which is indicated on the plate, should not be larger than that established for these signs by paragraph 5.4.31. This paragraph contains the same information as in the text above:

The zone of validity of the sign ends after the first intersection, entry or exit from the settlement.

Accordingly, if there is a sign in front of the driver and an intersection or an exit from a settlement, which cause conflicting interpretations of the prohibition, you need to focus on GOST 5.4.31 and follow the instructions of the sign before the intersection, exit or entry into the settlement.

The amount of the fine for violation of the ban on stopping and parking

If the driver decides to stop where the ban is in force, then he can be fined 1,500 rubles if the violation occurred in one of the regions of Russia, or 3,000 rubles if the situation occurred in Moscow or on the territory of St. Petersburg. The amount of the fine is established by Part 4 and Part 5 of Article 12.16 of the Code of Administrative Offenses of the Russian Federation.

When can a fine be avoided?

You can avoid punishment for unauthorized parking if it was forced. For example, the driver stopped due to a technical malfunction of the vehicle, or as a result of an accident. Being on the side of the road due to a sharp deterioration in the driver's well-being is not subject to a fine.

But, even if there is a good reason for an unauthorized stop, you should repark the car at the first opportunity, and also turn on the alarm.

Can an auto-fix camera fix the fact of a violation?

A video recording camera can, among other things, take pictures of an incorrectly parked car, and then send a "letter of happiness" to its owner. It is worth noting that more often the fixation of this violation is performed not by stationary cameras, but by moving traffic police cars equipped with video equipment. Photo-fixation cannot serve as evidence of a violation, since it is impossible to determine from the photograph whether the car is moving or is standing still.

Is it possible to reduce the amount of the fine?

If the fact of leaving the vehicle in the wrong place was recorded, then punishment cannot be avoided. However, as with other traffic violations, you can save half the fine if you pay it within 20 days after the order was issued.

Can a vehicle parked in a prohibited area be evacuated?

12. STOP AND PARKING

12.1. Stopping and parking vehicles are allowedon the right side roadson the sidelines , and in its absence -on the roadway at its edge (fig. 120) and in the cases established by clause 12.2 of the Rules - on the sidewalk.

Before starting to consider this topic, it does not hurt to return to section 1 of the SDA and once again read about the terms "stop" and "parking".

Stopping in modern conditions of heavy traffic and increased speeds is a very responsible business. It is not necessary to stop anyhow, but carefully choosing safe place, otherwise the consequences of even a seemingly harmless short-term stop for the embarkation and disembarkation of passengers may become tragic.

To avoid trouble, you should think not only about cars passing by, but also about those who will try to bypass your car, leaving, for example, from a parking lot.

Stopping and parking on the left side of the road is a separate topic (fig. 121).

To get to the left side on a two-way road (fig. 121 but), first you need to skip all oncoming cars. At the end of the parking (stop), you must return back to your right side. At the same time, before starting the movement, you must make sure that you do not interfere with either oncoming or passing traffic.

The idea behind allowing stopping and parking on the left side of a two-way road is very simple. What difference does it make if you stop on a road with two lanes to the right or to the left, a certain obstacle to traffic will still be created.

As for the "left" stop on a one-way road, it is logical and should not cause bewilderment (Fig. 121 b).

And in fig. 121 in shows situations when stopping and parking on the left side of the road is prohibited.

12.2. It is allowed to park the vehicle in one row parallel to the edge carriageway, except for those places, configuration ( local widening carriageway) which allows a different arrangement of vehicles. Two-wheeled vehicles without a side trailer may be parked in two rows.

Parking at the edge of the sidewalk, bordering with carriageway, allowed only for cars cars, motorcycles, mopeds and bicycles in the places marked with sign 6.4 from one of the plates 8.6.2, 8.6.3, 8.6.6-8.6.9.

Three important points need to be highlighted.

1. The vehicle may be parked at an angle to the carriageway only in those places where it is determined by signs, markings or the configuration of the road (in the so-called pockets).

2. Using the sidewalk for stopping and parking may only cars (as well as motorcycles, mopeds and bicycles), and only if the parking place is indicated by the signs specified in clause 12.2, which determine the specific way of positioning on the sidewalk. In other places, driving on the sidewalk for stopping and parking is completely or partially prohibited!

3. Trucks, buses and the like, regardless of the permissible maximum weight, passenger capacity and dimensions, must not be partially or completely put on the sidewalk!

12.3. Parking for the purpose of a long rest, overnight stay and the like outside the settlement is only permitted on designated sites or off the road.

12.4. Stopping is prohibited:

- on tram tracks, as well as in the immediate proximity from them, if it interferes the movement of trams;

- at railway crossings, in tunnels, as well as on overpasses, bridges, overpasses (if there are less than three lanes for traffic in this direction) and under them;

- in places where distance between the solid line her markings (except for the edge of the carriageway), dividing strip or opposite edge carriageway and stopped vehicle less than 3 m;

- at pedestrian crossings and closer 5 m in front them;

Paragraph 12.4 is very long, so we'll break it down into separate paragraphs. Now the conversation will go only about the two previous paragraphs (3 m before the solid line and 5 m before the pedestrian crossing).

Let's deal with the traffic offenders shown in Fig. 122.

The driver of car "1" stopped in front of the pedestrian crossing at a distance of more than 5 m. This is good. But the distance from the solid marking line to the side of his car turned out to be less than 3 m.

Such a stop will force the other driver to break the rules by crossing the solid lane. When stopping in similar conditions, you should ask yourself the question: "Will a large truck fit between my car and a solid line?"

The driver of car "2" is twice wrong. First, he violated the requirement of the rule just discussed. And secondly, his car is closer than 5 m in front of the pedestrian crossing. Thus, it does not allow pedestrians and drivers of vehicles approaching from behind to see each other.

I don't even want to talk about the driver of car "3".

But the fourth driver does not violate anything. It is enough just to cross the pedestrian crossing, and there you will no longer interfere with pedestrians, and the marking line becomes discontinuous again.

Studying traffic rules, one should delve into the meaning of words and expressions of each item. It is forbidden to stop at crossing carriageways , not on crossroads. Ordinary cars are allowed to stop at the designated stops of route vehicles only for embarkation and disembarkation of passengers. Rule number one

Nuances and exceptions

So, above was described one provision concerning such a topic as stopping and parking. Traffic rules contain some explanations regarding of this rule... So, it was said that a truck can stop on the left side of the road, but only in order to load the car, or vice versa, to unload it. This is possible, but only if the place is marked with a special sign. It is called “The Beginning of a Settlement”. The sign looks like a plate with a white background on which, for example, “Krasnodar”, “Rostov-on-Don”, “Izhevsk”, etc. is written in black letters. But even then, stopping is not always allowed. On the left, you can stop only if the road is two-lane and traffic there, respectively, is two-way. You still cannot do this if the middle of the road is divided by one solid. In general, this must be taken into account and be careful.

Rule number two

The next provision, concerning such a topic as stopping and parking (SDA), states that the vehicle can only be parked in one row, and it must be parallel to the edge of the carriageway. There may be exceptions. And these are the situations when the driver is in the place, the configuration of which allows you to put the car in some other way. By the way, if a person wants to park a motorcycle, moped or bicycle, then you can do it in two rows. This is due, of course, to the distinctive dimensions.

It is also possible to park the car at the very edge of the sidewalk, which borders directly on the roadway. However, it is permissible for drivers passenger cars and 2-wheeled vehicles. And in that place a special sign should be installed (numbered as 6.4 and necessarily “supported” by a sign 8.6.2 or another similar one). The plates show how exactly in this particular place the vehicle can be put without breaking the rule.

It is also worth noting with attention one nuance that covers such a theme as parking and stopping. Traffic rules state that if the carriageway is separated from the sidewalk by a lawn, then it is strictly forbidden to put the vehicle there. There were such cases, because now it is already being discussed. You cannot park your car on such a sidewalk.

Rest

There is one more point that is important to mention. Rest - for this purpose, parking and stopping are also often provided. Traffic rules say that there are certain sites for this. This is true. If a person is tired, and feels that he needs to warm up a little, or if a long rest is required at all, then you need to quickly find a sign that permits this. It usually looks like a sign showing a tree and a bench next to it.

If there were no such signs along the way and are not expected, then you just need to leave the road and stop - this is also possible. The main principle is that the vehicle does not interfere with other road users.

Prohibitions

As you could already understand, stopping and parking vehicles is not allowed everywhere. It cannot be performed on or near them. Because in this way it will be possible to interfere with trams.

It is also prohibited on and 50 meters away from them, as it is life-threatening. Overpasses, tunnels, overpasses and bridges are also places that are not subject to parking and short-term parking. Also, you cannot do this in the place where the road is too narrow. There must be at least three free meters between the vehicle and the edge of the carriageway.

Intersections, minibus stops and crossings

Pedestrian crossings are also not intended for stops. You can park, but no closer than 5 meters from it. Also, if there are any dangerous turns or convex fractures near the planned stopping place, then the car must not be parked there either. Crossing carriageways is also not intended for this. As well as bus stops. There must be at least 15 meters from the parking area to it. Otherwise, the car will interfere with buses and trolleybuses to pass to the stop. And, finally, the vehicle must not be parked where it simply obscures some important road sign or, worse, traffic. All this threatens with rather big fines. So it's better to know what traffic rules are prescribed. Stopping and parking rules are the most important topic.

Punishment for parking where you don't need

Now you need to tell in more detail about where you can't park. Stopping and parking of vehicles is strictly regulated. And if during the first time the driver is next to the vehicle, then in the second case, as a rule, he is absent. And, leaving the car parked in the wrong place, you can return, and notice that the car is no longer there. He was not hijacked - just taken by a tow truck. Although now it is simply impossible not to be aware that this can happen. Since now, apart from the signs “parking” is prohibited, a sign “The tow truck is working” is put under it. It is impossible to confuse the image with anything else. Since there is a tow truck on it, taking away the car.

All this is fraught with consequences for the motorist. Firstly, he will have to go after his car, which is clearly not included in his plans, pay a fine for his mistake, spend not extra time and not extra money. Where you can't park

So, in continuation of the above topic, it is worth telling where else it is forbidden to park traffic rules. The rules for stopping and parking read as follows: it is forbidden for a long period of time (which is considered 5 minutes or more for cars) to park the car outside the settlement on the roadway, which is indicated by the sign “ the main road”(Yellow rhombus in a white frame, 2.1). And closer than fifty meters from the rails.

To make it clearer, you need to explain - a parking lot is a deliberate stopping of the movement of his car by the driver. If he decided to park for five minutes, this is a stop. Parking takes longer. True, if the stop associated with the boarding of people (or their disembarkation) or, perhaps, the loading / unloading of things has been delayed, then there is nothing to worry about. Even if it lasts more than five minutes, you do not need to stop it - you need to finish it.

And, of course, you cannot park where it is, in principle, not allowed. This will be discussed in more detail now.

Markup

So, a little was mentioned above about parking and stop signs. Traffic rules contain another important topic, and this is markup. There are special “lines” that prohibit parking of private cars. Well, it's worthwhile to figure it out and turn to traffic rules again.

Stopping and parking is prohibited on those road sections that differ in yellow zigzag markings. Only taxis with the included taximeter and route means can park in these places.

It is also impossible to cross a continuous parking lot - otherwise a fine of 500 rubles. Often, a duplicate road sign is applied to the parking space. Let's say the sign “A place for disabled people”. If a person ignores any rules and leaves his vehicle where it is not supposed to, he will be fined 5,000 rubles.

Marking 1.4 (straight yellow line) is a “signal” that prohibits anyone from stopping at all. Intermittent, of the same color, does not allow the vehicle to be parked. That is, parking there is prohibited. If a person violates, then he faces a fine of one and a half thousand rubles.

In general, as you can see, stopping and parking vehicles is prohibited by many markings and rules. Therefore, it is worth learning where you can and where you can’t. It won't hurt.

Special situations

It happens that a person sitting behind the wheel has to urgently stop the vehicle. Circumstances compelled him. But if this happened, then he is obliged to take all measures as soon as possible in order to remove the car from the place where stopping and parking is prohibited. The action of the sign, if it is installed there, is not canceled emergency situation- you need to understand this. But anything can happen, because in order not to confuse other motorists, a person must immediately turn on the alarm and put a “triangle” (ie, an emergency stop sign). In residential areas, this must be done at a distance of 15 meters. Outside the city, you need to put it at least 30 meters away.

What is forbidden to do

Talking about such a topic as stopping and parking vehicles (SDA), it is worth noting with attention what cannot be done. Rule 12.7 states that even while parking, you cannot open the doors of cars if this in any way interferes with other people involved in road traffic. And this applies not only to the driver. Passengers must also comply with this prescription. Otherwise, the entire responsibility will fall on the shoulders of the driver. Therefore, before leaving the car, the passenger must notify the driver about it. And only after permission to leave. This is especially true for taxi drivers and minibuses. Or rather, for the people who are in their salons. How many cases have happened when the driver has not stopped yet, but simply slowed down (due to the fact that there is a traffic jam, another motorist must be allowed in, etc.), and the passenger is already trying to get out of the car. For this, a fine is also imposed, and on the one who is driving. It is not for nothing that the minibusmen refuse to tearfully pleading people “to slow down here”. Stopping and parking in settlements is allowed in specific places, so people do not need to get angry and shout - you just need to read the rules and be glad that the driver is accurate and vigilant.

Rules of conduct while parking

The last prescription (12.8) states that the driver must not leave the car without taking appropriate safety measures. That is, to put it differently, it must ensure the complete immobility of the car. Put on the handbrake, muffle, pick up the keys and lock the doors. It is advised to do this, even if the parking is short-term. Firstly, it is in the interests of the driver to do this (since in our modern age, stealing someone else's car is a simple matter), and secondly, you can get a fine if you suddenly forget to put on parking brake... The car will roll back and accidentally crash into a car that got in its way.

In general, as you can see, there are many rules, but all of them are easy to remember if you make some effort for this. And you need to know them. Firstly, when passing a theoretical exam at the traffic police, it will come in handy, and secondly, in practice it will definitely help.

The constant, uninterrupted movement of the vehicle is impossible: both the driver and the technician must rest. Or, in other words, switch to stop or stop mode.

Note only one important circumstance: the presence of both signs and markings is an incomparable boon for the driver. And all because they are a very visual way of regulating stopping and parking, and the car owner can personally be convinced of the correctness (or, unfortunately, incorrectness) of their actions.

However, the presence or absence of the previously indicated signs and markings does not yet exhaust the principles of stopping and parking, for which a special section in the traffic rules is allocated.

Section 12 of traffic rules: general principles of stopping and parking

The 12th section of the traffic rules is specifically devoted to the rules for stopping and parking (if they are not prohibited by the signs and markings already considered).

So, the driver needs to sacredly remember “ Golden Rule »: both stopping and parking are allowed on the right side of the road - on the side of the road.

Under any circumstances, the car owner, when planning parking, can do it right here (unless, of course, it is prohibited by other traffic rules).

However, in large and medium-sized settlements, the roadside, as a rule, is absent. In such cases, the Rules allow stopping and parking on the right side of the road - at the edge of the carriageway.

The driver must clearly understand that if there is a roadside and the ability to stop and park on it, he is prohibited from using the roadway for these purposes.

Such tactics will be a gross violation of traffic rules, and most often drivers commit it when driving outside the village. Thus, they not only form obstacles to the movement of other vehicles, but also contribute to the creation of an emergency situation in high-speed traffic conditions.

The rules provide for stopping and parking not only on the right side of the road. In two cases, it is allowed to park on its left side.... But both of these options are directly related to the road sections of the settlement.

1. Two-lane road (one lane for each direction) with no tram lines in the middle.

Stopping and parking on the left side of such roads, at first glance, looks unsafe. After all, leaving such a parking lot will be carried out from the oncoming lane. However, in the village - under the conditions of the current restriction speed mode- this danger does not seem so serious. But the need to find a parking space - on the contrary - looks like a rather urgent problem.

The requirement for the absence of tram lines in the middle of the road becomes quite understandable.

It is just that in this case it will be unsafe for the vehicle to leave the parking lot on the left side of a very wide road.

2. A one-way road.

The right to stop on the left side of a one-way road should not cause skepticism or rejection, because movement along the entire width of the carriageway is carried out in one direction.

True, drivers of trucks, whose maximum permissible mass exceeds 3.5 tons, must remember that in these conditions they are only allowed to stop and only for loading and unloading the vehicle.

As for the situation outside the built-up area, here any driver must refrain from stopping on the left side of the road, as well as from long stay(for a long rest, overnight stay, etc.) within the road. He should find a special parking area or drive off the road.

This requirement is intended to ensure maximum safety for both a standing vehicle and those moving on the road. In unforeseen cases, the shoulder can become a section, thanks to which a collision can be avoided by changing over to it. Therefore, it is desirable to be free on the side of the road outside the settlement.

But on the "Motorway" (5.1), for example, as on either the M4, and the "Road for cars" (5.3), stopping and parking, in general, are allowed only at special sites, which, in addition, should be marked with appropriate signs indicating the possibility parking.

Within the limits of such a road - both on the carriageway and on the side of the road - stopping and parking are strictly prohibited. This limitation is associated with the intensity of traffic on such sections of the road, and with them.

Vehicle location when parking

When positioning a vehicle in conditions of stop and parking, it is necessary to remember one more "golden rule": the vehicle is allowed to be parked only in one row and only parallel to the carriageway. The only exception to this rule is two-wheeled vehicles, which can be parked in two rows.

A different parking method is allowed only if it is indicated by the signs “Method of parking the vehicle”, as well as by horizontal road marking lines indicating parking “boxes”.

In this case, it is allowed to make stops and parking at an angle to the carriageway and even using the sidewalk space. But in this case, there must be an appropriate indication of the plate for this method of setting.

In these conditions, the driver must remember one more requirement: to put at an angle to the roadway or on the sidewalk. The rules only allow cars, motorcycles, mopeds and bicycles. It is prohibited to park other vehicles at an angle to the carriageway or use the sidewalk space.

Such parking methods are not available to all other vehicles. They may stop and park only parallel to the carriageway and only when this method is permitted.

Thus, the position of the vehicle when parking relative to the carriageway must be parallel, unless signs and / or markings indicate a different way of parking the vehicle.

Where it is prohibited to stop and park vehicles

Special cases of prohibition of stopping

Clause 12.4 of the SDA is devoted to cases when drivers are strictly prohibited from stopping (and, therefore, parking). All these cases, provided for by the Rules, have one common property: in such areas, stopping and parking is not safe.

1. Stopping is prohibited on tram lines and in the immediate vicinity of tram lines, if the stopped vehicle will create any obstacles to the movement of the tram.

The ban on stopping in such places is associated with the impossibility of continuing the movement of rail vehicles, because the tram will not be able to bypass the obstacle that has arisen on its rails.

2. Stopping is prohibited at level crossings.

It is unlikely that a sane person would object to the ban on stopping on railway tracks, which are a particularly dangerous section of the road. The driver must remember that the boundaries of the railway crossing are limited by barriers or signs "Single-track railway" (1.3.1) or "Multi-track railway" (1.3.2), installed at the entrance and exit from the crossing. It is here that stopping is prohibited.

3. Stopping is prohibited in tunnels.

As a rule, tunnel portals are not so wide, and stopping here will interfere with an unobstructed and safe traffic other vehicles. And the drivers themselves tend to drive through the confined spaces of the tunnels as quickly as possible.

4. Stopping is prohibited on bridges, overpasses, overpasses and under them (there is an exception).

The prohibition of stopping at artificial spans is determined by a number of circumstances:

  • limited space;
  • the danger of placing a large number of vehicles here, creating pressure on the supporting structures of the structure, etc.

The prohibition of stopping under such artificially created objects is due to the same limited space.

If ON the bridge, ON the flyover, ON the overpass (but not under them) in this direction there are at least three lanes for traffic, then stopping and parking ON such structures are allowed.

5. Stopping is prohibited on sections where the distance between the stopped vehicle and the solid marking line (except 1.2.1), the opposite edge of the carriageway or the dividing strip is less than 3 meters.

Let's understand the intricacies of this provision.

The absence of a 3-meter interval between stopped vehicles and a solid marking line makes it very difficult for others to bypass them without violating traffic rules. They will be forced to break the Rules.

The same circumstance applies in the case of the median strip and the opposite edge of the carriageway, when the drivers of other vehicles, both physically (due to the curb) and legally, will not be able to bypass a stopped vehicle.

6. Stopping is prohibited at pedestrian crossings, as well as closer than 5 meters in front of them.

The prohibition of stopping and parking at a pedestrian crossing is understandable: otherwise, it will interfere with the movement of pedestrians, who will take advantage of this section.

The required 5-meter distance in front of a pedestrian crossing should provide visibility to the driver of an approaching vehicle. In this case, a pedestrian entering a pedestrian crossing will not be an unpleasant surprise for drivers.

7. Stopping is prohibited on the carriageway in conditions of limited visibility (less than 100 meters in any direction).

This restriction of stopping and parking is introduced so that in difficult road conditions on the roadway there were no obstacles in the face of stopped vehicles. This circumstance significantly complicates the oncoming passing. But this rule only applies to.

Stopping and parking on the side of the road is not prohibited.

8. Stopping is prohibited at intersections of carriageways and 5 meters before and after them (with an exception).

The prohibition of stopping and parking at the intersections of carriageways is quite natural. After all, how will other road users move in this case?

A very important circumstance. Some drivers say that stopping and parking is prohibited. This is wrong: exactly at the intersections of carriageways and 5 meters before and after them. And this is essential!

Let's look at the next example.

Before us is a roundabout. It is formed by three intersections of carriageways. And stopping (with parking) at such an intersection is allowed, but subject to a 5-meter distance to each intersection.

It is important to note that there is one exception to this rule: at a T-junction with a solid marking line (or dividing strip) opposite the side driveway, stopping and parking are allowed. Naturally, subject to the 3-meter interval to the solid line (or dividing line).

This exception is understandable. With a solid line (or dividing strip) at such an intersection, left turns and U-turns are prohibited. Therefore, a vehicle standing in front of a side passage will not interfere with the rectilinear movement of other vehicles.

Conversely, a dashed line at an intersection will create congestion and lead to congestion.

9. Stopping is prohibited at public transport stops (route vehicles) and passenger taxi stands, as well as 15 meters before and after them (there is an exception).

Such a restriction on stopping and parking is explained by the need for the unimpeded movement of route vehicles and passenger taxis.

As for the 15-meter distance before and after such places, this requirement is associated with the prospect of unhindered exit of such vehicles from the specified sections of the road.

If there is a “yellow broken line” marking (1.18), the driver must measure the prescribed 15 meters on each side of the marking line. And in the absence of markings - from signs 5.16 - 5.18.

The exception to this rule is as follows: drivers are allowed to stop at public transport stops and passenger taxi stands only if two conditions are met (simultaneously):

  • for embarking and disembarking a passenger;
  • provided that there is no interference with route vehicles and passenger taxis.

Therefore, it is not at all necessary when boarding and disembarking passengers at a bus stop. The main thing is not to interfere with the "minibuses" by dropping or seating passengers.

10. Stopping is prohibited in those places where a stopped vehicle will make it impossible for other vehicles to enter or exit, will interfere with pedestrians, and will also close traffic control devices (signs or traffic lights).

This prohibition is obvious.

For example, the driver truck closed the road sign "Stopping prohibited" for other drivers.

And this situation takes a very long time to deal with. There are many offenders here. Only this is how they manage to part ways.

11. Stopping is prohibited on the cyclist lane.

Everything here is clear and without comment. This is a lane only for cyclists, and drivers of motor vehicles have nothing to do on it: neither for movement, nor for stopping or parking.

Special cases of prohibition of parking

According to traffic rules, parking is prohibited in places where stopping is prohibited. This circumstance is quite logical, because, as noted earlier, it is impossible to stop without first stopping (at least for 5 minutes).

So, parking (as well as stopping) is prohibited:

1) on tram lines and in the immediate vicinity of tram lines, if at the same time a stopped vehicle will create any obstacles to the movement of the tram;

2) at level crossings;

3) in tunnels;

4) on bridges, overpasses, overpasses and under them (except for cases when ON the bridge, ON the overpass, ON the overpass (but not under them) in this direction there are at least three lanes for traffic);

5) on sections where the distance between the stopped vehicle and the solid marking line (except 1.2.1), the opposite edge of the carriageway or the dividing strip is less than 3 meters;

6) at pedestrian crossings, as well as closer than 5 meters in front of them;

7) on the carriageway in conditions of limited visibility (less than 100 meters in any direction);

8) at the intersections of carriageways and 5 meters before and after them (except for the case of parking at a T-shaped intersection with a solid marking line (or dividing strip) opposite the side passage);

9) in places of stops of public transport (route vehicles) and parking of passenger taxis, as well as 15 meters before and after them;

10) in those places where a stopped vehicle makes it impossible for another vehicle to enter or exit, it will interfere with pedestrians, and also close traffic control devices (signs or traffic lights);

11) on the cyclist lane.

Apart from these cases, parking is prohibited in two more sections.

1. Parking is prohibited outside the built-up area on the carriageway of roads marked with the sign "Main road" (2.1).

The ban on parking on such a section of the road is due to the high speed of movement outside the settlement. Especially if the movement is carried out on a main road. In such conditions, a vehicle standing on the roadway will be a clear obstacle. And if a short-term stop here is allowed, then parking using the carriageway is excluded by the Rules for reasons of elementary safety.

Therefore, outside the built-up area on the carriageway marked with the sign "Main road", parking is allowed only on the side of the road or outside the road.

2. Parking is prohibited in the 50-meter area before and after railway crossings.

Parking, like stopping, is prohibited at a railway crossing. This is out of the question. But parking cannot be carried out even at a distance of 50 meters before and after the move.

This prohibition is explained by the danger of this section of the road located in the immediate vicinity of the railway tracks.

Actions of the driver and passengers when stopping and parking

When stopping or parking, the driver and passengers are prohibited from opening the doors of the vehicle if these actions interfere with other road users.

Agree, a textbook example and a very common mistake of both drivers and passengers.

In the event that the driver is going to leave the vehicle and leave it unattended, he is obliged to do everything possible to exclude the possibility of involuntary movement of the vehicle, as well as its unauthorized use.

This means that it is necessary to restrict the access of unauthorized persons to the vehicle (close the door and trunk locks, use the anti-theft system provided by the design, put the car on the alarm, etc.).
