1. GENERAL PROVISIONS

1.1. These temporary requirements apply to the operation of underground loads and cargo monorail roads with a cable traction body *.

1.2. The operation of monorail roads should be carried out in accordance with the provisions of safety rules in coal mines, Rules technical exploitation coal and shale mines, real temporary requirements and factory operational documentation.

1.3. The commissioning of the monorail road is carried out after its running in and is issued by the commission of the Commission appointed by the mine director.


1.4. Monorail roads must be certified and have the permission of the Gosgortakhnadzor of Russia for their use in coal mines.

The right to issue certificates for monorail roads has an accredited certification authorities accredited in the prescribed manner, in whose accreditation area is the equipment.

1.5. The provisions of these temporary requirements are mandatory for:

entities of entrepreneurial activities and organizations (regardless of organizational and legal form), including foreign physical and legal entitiesdeveloping, modernizing, manufacturing, implementing and using monorail roads, intended for use in coal mines;

certification and testing laboratories, in the accreditation area of \u200b\u200bminor transport equipment.

2. Rules of equipment of mining workings

2.1. Mountain production equipment by monorail roads should be made by the project approved by the main engineer of the mine and implemented in accordance with the requirements of security rules and these temporary requirements (see Appendix).

2.2. The maximum angles of inclination and radii of rotation of the workings in which roads are mounted should not exceed the values \u200b\u200bspecified in technical documentation on the road.

2.3. The gap between the most protruding part of the size of the rolling stock of the monorail road or transported cargo and the reassessment creation must be at least 0.3 m and for the passage of people at least 0.7 m throughout the roadway.

2.4. In horizontal and inclined workings equipped with conveyor and monorail transportThe passage for people should be arranged between rolling stock and reassessment, and the gap between the rolling stock and the conveyor should be at least 0.4 m.

2.5. It is prohibited to place in one inclined production of monorail and rail vehicles.

In inclined workings equipped with monorail roads and rails prior to the exit of these temporary requirements, blockages should be provided that exclude the possibility of their simultaneous work.

When placed in one production of monorail and self-propelled transport means, driving part of the production, intended for movement self-propelled machinesmust be protected by devices (borders, jackhamge bars, etc.), excluding the possibility of rapprochement of self-propelled machines with the most protruding part of the dimensional composition of the monorail road in less than 0.4 m.

The requirements specified in this paragraph do not apply to the nodes of the conjugation and intersection of monorail roads with other means of transport, as well as overload items.

2.6. The gap between the dimensions of the moving composition of the two monorail roads (in the workings with two-step monorail transport) should be at least 0.4 m.


2.7. When equipped with overload points in monorail road interface nodes or other modes of transport, passages for people should be arranged from both sides of the production.

2.8. The magnitude of the clearance on roundings and adjusting direct sections of the workings should be taken at least specified in the table.

2.9. The distance between the bottoms of the rolling stock and the soil of the development or located on the soil equipment must be at least 0.4 m.

2.10. In places of landing of people on the rolling stock of monorail roads, there must be a passage of a width of at least 1 m from the landing side.

For landing sites, periodically transferred during operation, the width of the passage to 0.7 m is allowed.

2.11. The seating areas should be equipped with flooring with such a calculation so that the distance between the bottom of the passenger cabin (platform) and the flooring ranged from 0.2 to 0.4 m. The length of the flooring should be at least the length of the passenger part of the composition.

2.12. Monorail road crossing places with cables, pipelines, contact wire, etc. Must be completed in accordance with the project installation project in such a way as to be excluded the possibility of their contact.

2.13. The landing platforms and development for monorail roads should be covered in accordance with the standards shown in the PTE.

2.14. Stationary landing platforms and the drive station should be equipped with a telephone connection included in the generals of the network.

3. Rules for transportation of people

3.1. The monorail road control with the cable traction should be carried out by the conductor, which has passed special training that has an identity for the right to control the expensive and appointed order by the mine.

It is allowed to control the road with a cable traction body by trained face directly from the drive station on the signals of the conductor. Manage expensive to other persons is prohibited.

3.2. In the compositions of monorail roads, the conductor must be in front of the first part of the passenger cabin.

3.3. The rolling stock of the monorail road should be equipped with rigid coupling, providing the ability to work in horizontal and inclined workings, adhesion safety, as well as excluding the possibility of spontaneous discharge.

The passenger part of the composition of the monorail road and the cabin for the accompanying composition of the persons must be connected with each other and the driving trolley double coupling.

3.4. The composition of the monorail road must be equipped with automatic emergency brake (parachute) systems in such a way that with a breaking device breaking devices, exceeding the normal speed of its movement by 25%, breaking the traction rope or manual inclusion of an emergency brake system There was a stop of all units of rolling stock at the length of the brake path, not exceeding 10 m.

Manual activation of the emergency braking system should be provided from the location of the conductor in the head and tail of the passenger part of the composition.

3.5. Coupling devices Roads must have a 10-fold storage margin in relation to the maximum static load in the mode of transportation of people and a 6-fold stock during the carriage of goods.

3.6. The passenger part of the composition should be equipped with means for feeding the conductor signal.

3.7. The design of the passengers should provide a convenient position of the human body, regardless of the angle of incoming.

3.8. Passenger cabins and cabins for persons accompanying can be made easily and suspended to carriages as needed.

Removable cabbage attachments should provide at least a 6-fold storage margin with respect to the maximum static load.

3.10. When working the road in the carriage mode, the number of people in the composition should not exceed three people.

This number may include only persons accompanying cargo and conductor.

Transportation of people should be made by passenger cabins (platforms), the quantity and location of which are determined by the project, depending on the purpose of the road, the nature and quantities of the transported goods and the number of people transported.

3.11. The execution of passenger flights in conveyorized workings with inclination angles over 10 ° to 18 ° is mainly allowed under the condition of equipment of the conveyor with ribbons or cable integrity control devices (for rubber-free tapes).

3.12. The speed of movement of the compositions of monorail roads should be determined by the design and passport of the road.

3.15. Developing with monorail transport and the rolling stock of monorail roads should be equipped with signaling tools and safety signs in accordance with uniform requirements for signals and signs in underground workings and on mine transport of coal and shale mines.

3.16. The formation of monorail road compositions should be carried out in strict accordance with the manual or instruction manual with the adoption of safety measures against the random rolling of rolling stock into the inclined part of the production.

If the cargo part of the composition is not equipped with an emergency braking (parachute) system, then cargo carts must be connected to the captive (equipped parachutes) part of the composition, as well as among themselves, except for the hitch, also with counterfeit.

3.17. Coupling and counterfeit should be factory manufacture and replaced by new no later than five years after the hitch.

3.18. The composition of the monorail road should be loaded in such a way that the distance to the passage of the composition on the roundabilities and the bending of the path, but not less than 0.3 m, but not less than 0.3 m between the top edge of the road throughout the top edge of the road and The lower edge of the monorail path should be at least 50 mm.

The lateral deviations of the transported cargo should not exceed 0.2 m in the process.

3.19. The operation of monorail roads is prohibited:

in the workings with a faulty fasten and in the absence of the required gaps required during the installation;

with the malfunction of the monorail path, rolling stock, brake system, control equipment, alarms and means of communication.

4. Requirements for monorail path

4.1. The carrying organ of the Monorail Road (monorail path) should be collected from the standard sections of the factory manufacture.

Devices for the monorail path suspension should be factory making and fit the type of harvesting.

It is allowed to use elements of a monorail path made at repair enterprises for the technical documentation of the plant - the manufacturer of roads.

The design of the monorail path should provide for the possibility of installing special devices (stretch marks), which prevent rocking the monorail path in the plane cross section Development.

4.2. Devices for the monorail track suspension should have at least a 3-fold storage margin with respect to the maximum static load, to ensure the ability to adjust the position of the monorail in height and be adapted for the suspension to the corresponding types of solid production.

4.3. The distance between the pendants should be such that the magnitude of the monorail deflection between them does not exceed 1/200 of the length of the span.

4.4. At curved areas or mating molding, the monorail path should be collected from the monorail sections in the horizontal or vertical plane with the bend radius and the length defined by the road installation project in mine workout.

4.5. When the path suspension in the workings with an inclination angle over 10 ° should be taken against the offset of the path down and increasing the butt gaps by means provided for by the technical documentation on the road.

4.6. When operating a monorail path, the gaps in the joints of the working surfaces should not exceed 5 mm, and the discrepancy of the working surfaces vertically and horizontally 3 mm. These requirements should also be performed when the shooting transfers are closed.

4.7. The angle of inclination of the direct sections of the monorail at the joints in the horizontal plane should not exceed 4 °. At the same time, the permissible amount of the gap in the joints (5 mm) should be maintained from the inside of the monorail.

4.8. Arrower translations of monorail roads, as a rule, should be equipped with a mechanized drive with remote control.

For monorail roads with a cable traction body, the use of arrow transfers with manual drive is allowed.

The transfer of the arrow by manual drive is allowed only when the stopped and securely inhibited composition is stopped. At the same time, the monorail road control circuits should be blocked from the possible turn on the road.

4.9. In the end points of the monorail path, end stops must be installed, which prevent the gathering of rolling stock with monorail.

5. Mechanisms and devices of monorail roads

5.1. The drive of the monorail road must have a reduced speed for inspecting traction rope.

5.2. The drive station must be equipped with two brakes: working and safety.

In drive stations with hydraulic transmission, the role of the working brake can be performed by the hydraulic frame.

The presence at the worm transmission drive station cannot serve as a brake replacement.

The ratio of the magnitude of the moments developed by the safety brake with the inhibitory state of the drive, to the static moments there should be no less specified in the table.

For the workings with an alternating angle of inclination, the magnitude of the braking torque is set to the largest corner of the inclination of this generation.

The definitions of the braking torque for intermediate angles of inclination not specified in the table are determined by linear interpolation.

5.3. Tension of the traction rope should be carried out by devices that provide a constant value of the tension of the rope.

5.4. Cargo tension devices should provide the possibility of mechanical fixation of goods in the upper position to carry out the pre-tension of the rope.

5.5. The rotating parts of the drive station and the tensioning device must have fencing that ensure the safety of the maintenance and passage of people.

5.6. In monorable roads, round-to-cargo rollers (GOST 2688-80; GOST 7665-80) should be used as traction ropes (GOST 2688-80; GOST 7665-80), a diameter of at least 15 mm, made of galvanized wire according to the group "F". It is allowed to use ropes from light wire.

5.7. Montorels traction ropes should have a margin of durability not lower:

5.8. It is allowed to use chopped ropes on the loadologists.

5.12. The development site from the drive station and 5 m in each direction from it should be fixed by non-combustible rock.

5.13. To manage monorail roads and alarm, special equipment of factory manufacture should be used.

The control instrument should provide:

remote control of the driveway drive by the conductor from any point of the track;

local driving road control from the installation site of the drive station on the conductor signals;

emergency drive stop by any face from the road track and from the post of local control, with the drive and overlapping the brakes;

the ability to feed code signals from any point of the track;

automatic drive stop when traveling by finite yield points, lowering the tensioning load below the permissible level, exceeding the driving rope speed by 25% nominal, reduce the speed (slip) of the traction rope relative to the drive pulley by 25%, the malfunction of the control circuits or emergency circuits, brake triggered devices.

5.14. The requirement to control the speed of speed is distributed only to the maximum value of the working passport speed of the road.

5.15. The control instrument should exclude the possibility:

simultaneous remote and local drive drive;

launch of the drive of the road without submission of the preventive signal;

re-starting the drive when the protection against reduction (slip) or the speed of the rope is exceeded;

re-starting the drive until the "Stop" signal is removed from the road stop at emergency shutdown;

repeating drive in the direction of the feeding at the side of the composition on the terminal switch in the final points of the thread.

6. Supervision and control

6.1. Service personnel (road conductor or road driver) must be interpreted every week before starting work, inspect the rolling stock, drive station, tensioning device, locomotive, hitch, and signaling devices, and emergency brake devices (Parachutes) Test to turn on manually.

The monorail path, the drive, parachute devices and electrical equipment at least once a day should be examined by a responsible person appointed by the order by the mine.

The monorable road control should be carried out weekly the mechanic of the site, in which the road is conducted, and quarterly the main (senior) mechanic mines.

The results of the inspections should be recorded in the inspection book of the lifting unit, the form of which is in safety rules in coal mines * (PP. 1, 2, 4, 12, 13, 14, 15).

6.2. On the roads installed in the workings with an inclination angle of more than 6 °, monthly under the leadership of the mechanics of the site should be tested by the speed limiter of the emergency braking (parachute) system in accordance with the factory documentation.

Emergency brake devices (parachutes) at least once every six months should be trials in accordance with the requirements of the factory operational documentation under the guidance of the main (senior) mine mechanic. Test results must be issued as an act.

6.3. Traction ropes in front of the hide must be tested according to § 416 security rules in coal mines *. The rope should be blown in the presence of 6% of the wire that could not withstand tests.

6.4. During operation every six months, repeated tests of the ropes should be performed. 6.5. It is forbidden to hang or continue to work with ropes with torn, pressing or sedored strands, with nodes, bugs and other damage. If, when examining traction ropes it turns out that on any site equal to the tick step, the number of torn wire reaches 5% of their number, then the rope must be replaced.

6.6. Inspection of the traction rope of load-haired roads should be carried out daily electric zelers over the entire length at a speed of not more than 0.3 m / s or when the drive is stopped.

The weekly inspection of the rope of the cargo road is also carried out by an electroslere, and the monthly inspection of the rope of all types of roads is carried out by an electric train with the participation of the mechanic of the site.

It is allowed to carry out a daily inspection of the rope, in which the number of torn wire does not exceed 2% of the total number of wires on the length of the swing step, at a speed of up to 1 m / s.

The results of the inspections should be recorded in the book of inspection of lifting ropes and their consumption, the form of which is given in safety rules.

6.7. In case of emergency loading of the rope, the operation of the monorail road must be immediately suspended to inspect the rope.

The project of installing a monorail road must contain:

a description and a scheme of transportation, indicating its length, profile, position in terms of dimensional gaps in the characteristic places (including under paragraph 2.8);

schemes for the placement of the main and auxiliary equipment, performing the intersections of monorail roads with cables, pipelines, contact wire;

schemes of equipment of overload points, landing sites, as well as interconnecting nodes and intersection with other vehicles;

instructions on the organization and procedure for carrying out work on the transport of people and cargo;

principled electrical circuit and blocking schemes in accordance with the requirement of paragraph 2.5; signaling scheme;

instructions on the implementation of the monorail path sections for roundings and the running of the track (according to claim 4.4), the location of the guide and supporting rollers on the highway, suspension and mounting of monorail;

safety instructions.

However, a disadvantage of a well-known mine monorail road is a violation of the stability of the core under the influence of the reactive static and dynamic forces applied to the monorail when interacting with it of rolling stock, both when installed, and especially with unspecified mode of movement of rolling stock - during its acceleration, planned and emergency braking. .
